III. The intermediary approach

Together with a significant number of other delegations, we have been supporting the proposed approach that we should first seek a provisional agreement, subject to revision, known as the " intermediary approach " , in order to secure the broadest possible support for reform and thus increase the probability of being implemented and being effective.
