In this connection, the Committee recalls paragraph 13 of its report on internal vacancies in the Secretariat of 20 November 1998 (A/53/691), in which it noted the decline of the proportion of retirees employed on a non-local basis and requested that the trend be monitored carefully in terms of quality of service.

Concerning the note by the Secretary-General on internal vacancies in the Secretariat (A/53/327), her delegation would like to hear the Secretariat’s views of the impact which the general application of the interpretation given by the Administrative Tribunal in judgement No. 852 (Balogun) would have on the representation of Member States.

Paragraph 27 of section III.B of resolution 51/226 requested the Secretary-General “to ensure that persons serving in peacekeeping or other field missions become eligible for consideration for internal vacancies in the Secretariat after having served for at least twelve months” (emphasis added).
