6. Background: The multilateral assessment process is part of the international assessment and review (IAR) process established under the SBI for developed country Parties.

23. Decides that the international assessment and review process will be conducted through a technical review of information and a multilateral assessment of the implementation of quantified economy-wide emission reduction targets;

24. Adopts the modalities and procedures for international assessment and review as contained in annex II, and decides to use them until any revisions are decided upon by the Conference of the Parties;

31. Also agrees that any revision of the modalities and procedures for international assessment and review should take into account any future agreement on a compliance regime for mitigation targets under the Convention;

The implications for meeting time of the requests to the SBI relating to international assessment and review and international consultation and analysis will also need to be considered in due course.

18. In addition, the COP adopted the " UNFCCC biennial reporting guidelines for developed country Parties " as well as modalities and procedures for international assessment and review (IAR).

69. The SBSTA acknowledged that in accordance with decision 2/CP.17, biennial reports from developed country Parties are due on 1 January 2014 and that the first round of international assessment and review should commence two months after the submission of the first round of biennial reports.

Discussions related to measurement, reporting and verification will require additional meeting time, in particular for the convening of working group sessions during the SBI sessions to conduct multilateral assessments, as part of international assessment and review for developed countries, and convening workshops at regular intervals in the context of international consultation and analysis for developing countries.

(d) Modalities and procedures for international assessment and review of emissions and removals related to quantified economy-wide emission reductions targets in accordance with paragraph 44 of decision 1/CP.16, including the role of land use, land-use change and forestry, and carbon credits from market-based mechanisms, taking into account international experience.

41. Finally, MDA has started preparations for the launch and operation of international assessment and review for Annex I Parties (including the submission and consideration of their biennial reports) and international consultation and analysis for non-Annex I Parties (including the submission and consideration of their biennial update reports).
