Moreover, the United Nations was uniquely positioned to promote international cooperation between States in devising effective, practical measures for the prevention of such acts and for the prosecution and punishment of those who committed them.
وأضاف أن الأمم المتحدة في موقع فريد لتعزيز التعاون الدولي بين الدول في وضع تدابير فعالة وعملية لمنع مثل هذه الأفعال ولمحاكمة أولئك الذين يرتكبونها ومعاقبتهم.

In adopting this Convention, States parties also expressed their conviction of the need to develop international cooperation between States in devising and adopting effective measures for the prevention, prosecution and punishment of all acts of hostage-taking as manifestations of international terrorism.
وباعتماد تلك الاتفاقية أعربت الدول اﻷطراف أيضا عن اقتناعها بضرورة تنمية التعاون الدولي بين الدول في وضع واعتماد تدابير فعالة لمنع جميع أعمال أخذ الرهائن بوصفها مظهر من مظاهر الارهاب الدولي ومحاكمة مرتكبيها ومعاقبتهم.

The single mention of terrorism in the preamble to the instrument clearly states that it was adopted out of an urgent necessity " to develop international cooperation between States in devising and adopting effective measures for the prevention, prosecution and punishment of all acts of taking of hostages as manifestations of international terrorism " .
وتذكر الإشارة الوحيدة إلى الإرهاب في ديباجة الصك بوضوح أنه اعتمد بدافع من ضرورة ملحة " لتنمية التعاون الدولي بين الدول في وضع واتخاذ تدابير فعالة لمنع جميع أعمال أخذ الرهائن وملاحقة هذه الأعمال والمعاقبة عليها بوصفها من مظاهر الإرهاب الدولي " .
