Attention is therefore drawn to the work of the Commission on Sustainable Development in respect of international legal instruments and mechanisms, in which it is assisted by the Expert Group on the identification of Principles of International Law for Sustainable Development.

50. Chapter 39 refers to the two issues of coordination and consistency among international legal instruments and mechanisms.

51. The identification of principles of international law for sustainable development should facilitate coordination and consistency among international legal instruments and mechanisms.

9. The Commission takes note of the background paper containing the report entitled " Decision-making structures: international legal instruments and mechanisms " , prepared by the task manager designated by the Inter-Agency Committee on Sustainable Development (IACSD).
٩ - وتحيط اللجنة علما بورقة المعلومات اﻷساسية التي تتضمن التقرير المعنون " هياكل اتخاذ القرارات: الصكوك واﻵليات القانونية الدولية " الذي أعده منظم المهام المعين من اللجنة المشتركة بين الوكالات والمعنية بالتنمية المستدامة.

9. The Commission recommends the exploration of more effective participation of major groups in the elaboration of international legal instruments and mechanisms in the field of sustainable development.
٩ - وتوصي اللجنة باستطلاع إمكانية المشاركة اﻷكثر فعالية للمجموعات الرئيسية في إعداد الصكوك واﻵليات القانونية الدولية في ميدان التنمية المستدامة.

5. Chapter 39 of Agenda 21 is generally concerned with the effectiveness of international legal instruments and mechanisms in assisting States to achieve sustainable development both at the national level and in inter-State relations.
٥ - يُعنى الفصل ٣٩ من جدول أعمال القرن ٢١ على العموم بفعالية الصكوك واﻵليات القانونية الدولية في مساعدة الدول في تحقيق التنمية المستدامة على الصعيد الوطني وعلى صعيد العلاقات ما بين الدول على حد سواء.

1. The present report has been prepared by the Department for Policy Coordination and Sustainable Development of the United Nations Secretariat in its capacity as task manager of chapter 39 on international legal instruments and mechanisms of Agenda 21. 1/ It gives an overview of developments in this field since 1993, when the Commission on Sustainable Development at its second session reviewed that chapter.
١ - يعد هذا التقرير إدارة تنسيق السياسات والتنمية المستدامة في اﻷمانة العامة لﻷمم المتحدة بصفتها الجهة التي تنظم المهام الواردة في الفصل ٣٩ من جدول أعمال القرن ٢١ المتعلق بالصكوك واﻵليات القانونية الدولية. ويستعرض هذا التقرير التطورات الحاصلة في هذا الميدان منذ أن نظرت لجنة التنمية المستدامة في ذلك الفصل في دورتها الثانية في عام ١٩٩٣.
