Article 25 is concerned with the invocation by a State Party of necessity `as a ground for precluding the wrongfulness of an act not in conformity with an international obligation of that State'.
تتناول المادة 25 احتجاج دولة طرف بحالة الضرورة ' كمبرر لنفي عدم المشروعية عن فعل غير مطابق لالتزام دولي لتلك الدولة`.

Articles 2 and 12 broadly provide that a State is responsible for an act or omission attributable to it under international law where the conduct breaches an international obligation of that State and when an act of that State is not in conformity with what is required of it by that obligation, regardless of its origin or character.

Since the Regulations are international legallybinding instruments, the States parties to them are under an international obligation of scientific cooperation; scientific cooperation to limit the spread of major diseases is therefore obligatory.

1 - لا يجوز لدولة أن تحتج بحالة الضرورة كمبرر لنفي عدم المشروعية عن فعل صدر عنها غير مطابق لالتزام دولي عليها إلا في الحالتين التاليتين:

1. Necessity may not be invoked by a State as a ground for precluding the wrongfulness of an act not in conformity with an international obligation of that State unless the act:

One of the two conditions for an internationally wrongful act of an international organization to arise is that the relevant conduct " constitutes a breach of an international obligation of that organization " .
ويتمثل أحد الشرطين لقيام فعل المنظمة غير المشروع دوليا، في أن التصرف ذي الصلة " يشكل خرقا لالتزام دولي يقع عليها " .

157. In accordance with the general principle stated in article 3, State responsibility arises when conduct attributable to a State breaches an international obligation of that State.
١٥٧ - وفقا للمبدأ العام الوارد في المادة ٣، تنشأ مسؤولية الدولة متى شكﱠل سلوك الدولة انتهاكا لالتزام دولي يقع على تلك الدولة.

(a) A serious breach of an international obligation of essential importance for the maintenance of international peace and security, such as that prohibiting aggression;
)أ( انتهاك خطير لالتزام دولي ذي أهمية جوهرية لصون السلم واﻷمن الدوليين، كالالتزام بعدم العدوان؛

(b) that conduct constitutes a breach of an international obligation of the State.”

These articles are without prejudice to any question as to the existence or content of any international obligation of a State, the breach of which may give rise to State responsibility.
لا تمس هذه المواد بأي مسألة تتعلق بوجود أو بمضمون التزام دولي لدولة ما، تترتب على انتهاكه مسؤولية الدولة.

Coming back to paragraph 1 of article 15, here the mandatory requirements for member States to commit an internationally wrongful act imposed by an international organization must also " circumvent " an international obligation of the international organization.
