2. The Conference acknowledges the importance of the work of the International Atomic Energy Agency (IAEA) as the principal agent for technology transfer among the International organizations referred to in article IV, paragraph 2, of the Treaty on the Non-Proliferation of Nuclear Weapons and welcomes the successful activities of the Agency's Technical Cooperation Programme.
2 - يُقر المؤتمر بأهمية أعمال الوكالة الدولية للطاقة الذرية بوصفها العامل الرئيسي لنقل التكنولوجيا بين المنظمات الدولية المشار إليها في الفقرة 2 من المادة الرابعة من معاهدة عدم الانتشار، ويرحب بنجاح أنشطة برنامج التعاون التقني التابع للوكالة.

3. The Conference acknowledges the importance of the work of IAEA as the principal agent for technology transfer among the International organizations referred to in article IV, paragraph 2, of the Treaty, and affirms the importance of the Technical Cooperation activities of IAEA, as well as bilateral and other multilateral cooperation, in fulfilling the obligations set forth in article IV of the Treaty.

3 - يسلم المؤتمر بأهمية الأعمال التي تضطلع بها الوكالة الدولية للطاقة الذرية بوصفها الوكالة الرئيسية لنقل التكنولوجيا بين المنظمات الدولية المشار إليها في الفقرة 2 من المادة الرابعة من المعاهدة، كما يؤكد أهمية الأنشطة التي تضطلع بها الوكالة في مجال التعاون التقني، وأهمية التعاون الثنائي وغيره من ألوان التعاون المتعدد الأطراف، للوفاء بالالتزامات الواردة في المادة الرابعة من المعاهدة.

Invitations to participate as observers, in accordance with decisions and rules to be adopted by the Meeting of States Parties, were addressed to other States, to International organizations referred to in annex IX and to entities referred to in article 305, paragraphs (c), (d) and (e), of the Convention, bearing in mind the desire to achieve universal participation in the Convention and the provisions of articles 2 and 3 of annex VI.
