As their name indicates, interpretative declarations have a different objective: they are aimed at interpreting the treaty as a whole or certain of its provisions.
أما الإعلانات التفسيرية فتنشد، يُستشفّ من تسميتها، هدفاً مختلفاً: فهي تهدف إلى تفسير المعاهدة ككل أو أحكام معينة من المعاهدة.

It may only specify or clarify the meaning or scope which its author attributes to a treaty or to some of its provisions and, accordingly, may constitute an element to be taken into account as an aid to interpreting the treaty.
وهو لا يعدو أن يحدد أو يوضح المدلول أو النطاق الذي يعطيه صاحب الإعلان للمعاهدة أو لبعض أحكامها، وبناء على ذلك، فهو يشكل عنصرا يتعين أخذه في الحسبان لأغراض تفسير المعاهدة.

The first paragraph indicated that, while an interpretative declaration did not modify treaty obligations, it could, as appropriate, constitute an element to be taken into account in interpreting the treaty in accordance with the general rule of interpretation of treaties.

Guideline 4.7.1 established the function of an interpretative declaration in clarifying the terms of a treaty and stipulated that account must be taken in interpreting the treaty of reactions (approval or opposition) to an interpretative declaration.
أما المبدأ التوجيهي 4-7-1 فيقرّ مهمة إصدار إعلان تفسيري من أجل توضيح أحكام المعاهدة وينص على ضرورة أن يؤخذ بعين الاعتبار ردود الفعل (بالموافقة أو المعارضة) إزاء إعلان تفسيري لدى تفسير المعاهدة.

The provision is intentionally drafted in an open-ended manner ( " to establish whether " ), so as to anticipate the possibility of applying articles 6 and 7 if the process of interpreting the treaty, too, proves inconclusive.

Of course, if the interpretation proposed by the author of the declaration and the interpretation of the treaty given by a competent third party are in agreement, there is no problem: the interpretative declaration remains merely interpretative and may play the same role in the process of interpreting the treaty as that of any other interpretative declaration.
وحتماً، إذا ظل التفسير الذي يقترحه صاحب الإعلان وتفسير المعاهدة الذي تعطيه جهة ثالثة مأذون لها منسجمين()، فلن تكون هناك صعوبة؛ إذ إن الإعلان التفسيري يبقى تفسيرياً فحسب ويمكن أن يؤدي في عملية تفسير المعاهدة دوراً مطابقاً لدور أي إعلان تفسيري آخر.
