It should not be forgotten that the introduction of the human rights dimension into United Nations activities concerning inter alia peacemaking, peace-keeping and preventive diplomacy - to mention but a few areas - must only be invoked pursuant to a request from the States involved in a conflict, and that such action cannot be determined by any outside agency.
