On instructions from my Government, I have the honour to inform you that violations of Iraq's airspace by United States and British aircraft based in Saudi Arabia, Kuwait and Turkey have been continuing and that the aircraft in question have been engaging in acts of aggression, reconnaissance activities and acts of provocation.

On instructions from my Government, I have the honour to inform you that the Turkish armed forces have embarked on yet another new series of operations involving armed aerial military aggression, committing the violations of Iraq's airspace indicated hereunder.
بناء على تعليمات من حكومتي، أرجو إعلامكم أن القوات المسلحة التركية بدأت سلسلة جديدة أخرى من عمليات العدوان العسكري الجوي المسلح المتمثل في خرق حرمة أجواء العراق كما يلي:

4. On 21 January 2002 two Turkish formations violated Iraq's airspace. Their flight path covered the entire Rawanduz and Shaqlawah areas. The violations spanned 35 minutes, and:
4 - يوم 21 كانون الثاني/يناير 2002، خرق أجواء العراق تشكيلان جويان تركيان شمل خط طيرانهما منطقتي راوندوز وشقلاوة بأكملها، واستمر الخرق 35 دقيقة وكما يلي:

(g) At 1216 hours on 21 June 2001, United States and British F-14, F-16, Tornado and EA-6B aircraft coming from Turkish territory penetrated Iraq's airspace in the northern region. They carried out eight missions, were supported by an AWACS aircraft operating inside Turkish airspace and overflew the Amadiyah, Baibo and Aqrah areas.
ز - في الساعة 16/12 من يوم 21 حزيران/يونيه 2001 اخترقت الطائرات الأمريكية والبريطانية من نوع إف-14 و 16 وتورنادو-EA6B الأجواء العراقية في المنطقة الشمالية قادمة من الأجواء التركية ونفذت 8 طلعات تسندها طائرة الأواكس من داخل الأجواء التركية، وقد حلقت هذه الطائرات فوق مناطق العمادية وبيبو وعقرة.

(c) At 2100 hours on 12 May 2000, United States and British F-15 and Tornado aircraft coming from Saudi and Kuwaiti territory penetrated Iraq's airspace in the southern region.
(ج) في الساعة (00/21) من يوم 12 أيار/مايو 2000 اخترقت الطائرات الأمريكية والبريطانية من نوع (إف 15 وتورنادو) الأجواء العراقية في المنطقة الجنوبية قادمة من الأجواء السعودية والكويتية.

I should be grateful if you would have this letter and its two annexes concerning violations of Iraq's airspace circulated as a document of the Security Council.
سأغدو ممتنا لو تفضلتم بتأمين توزيع هذه الرسالة وضميمتها الكشفين بالخروقات الجوية لحرمة أجواء جمهورية العراق كوثيقة من وثائق مجلس اﻷمن.

The failure of the Security Council to take the deterrent action required in accordance with its responsibilities and powers has caused the Turkish Government to persist in maintaining its incursion into Iraq and to continue its violations of Iraq's airspace.
إن عــدم قيــام المجلــس باتخــاذ اﻹجـــراء الرادع المطلوب وفقا لمسؤولياته واختصاصاته قد أدى بالحكومة التركية إلى التمادي في الاستمرار فـــي غزوهـــا للعراق وفي مواصلتها خرق أجواء العراق وكما يأتي:

On instructions from my Government, I have the honour to inform you that violations of Iraq's airspace by United States aircraft continued over the period 15 to 31 October 1997 and that the aircraft in question carried out reconnaissance and engaged in acts of provocation, as set forth in the annex hereto.

(j) At 1025 hours on 20 September 2000 United States and British F-15, F-16, Tornado and EA-6B aircraft coming from Saudi and Kuwaiti territory penetrated Iraq's airspace in the southern region.
(ي) وفي الساعة 25/10 من يوم 20 أيلول/سبتمبر 2000، اخترقت الطائرات الأمريكية والبريطانية من نوع (إف 15، 16، تورنادو، EA-6B) الأجواء العراقية في المنطقة الجنوبية قادمة من الأجواء السعودية والكويتية.

(a) At 1105 hours on 17 January 2001, United States and British F-15, F-16, Tornado and EA-6B aircraft coming from Turkish territory penetrated Iraq's airspace in the northern region.
أ - في الساعة 05/11 من يوم 17 كانون الثاني/يناير 2001 اخترقت الطائرات الأمريكية والبريطانية من نوع اف 15 و 16 وتورنادو - EA-6B الأجواء العراقية في المنطقة الشمالية قادمة من الأجواء التركية ونفذت هذه الطائرات 22 طلعة تسندها طائرة الأواكس من داخل الأجواء التركية.

(d) At 1320 hours on 30 July 2001, United States and British F-15 and F-16 aircraft coming from Turkish territory penetrated Iraq's airspace in the northern region. They carried out eight missions, were supported by an AWACS aircraft operating inside Turkish airspace and overflew the Zakho, Amadiyah, Aqrah, Dohuk, Mosul and Baibo areas.
(د) في الساعة 20/13 من يوم 30 تموز/يوليه 2001 اخترقت الطائرات الأمريكية والبريطانية من نوع إف 15 وإف 16 الأجواء العراقية في المنطقة الشمالية قادمة من الأجواء التركية ونفذت 8 طلعات تسندها طائرة (أواكس) من داخل الأجواء التركية، وحلّقت هذه الطائرات فوق مناطق زاخو والعمادية وعقرة ودهوك والموصل وبيبو.

4. At 1225 hours on 24 July 2002, United States and British F-14, F-15, F-16, Tornado and EA-6B aircraft coming from bases in Turkey and from Turkish airspace penetrated Iraq's airspace in the northern region.
4 - في الساعة 25/12 من يوم 24 تموز/يوليه 2002 اخترقت الطائرات الأمريكية والبريطانية من نوع إف 14 وإف 15 وإف 16 وتورنادو EA6B الأجواء العراقية في المنطقة الشمالية قادمة من قواعد لها في جمهورية تركيا وعبر الأجواء التركية ونفذت 16 طلعة جوية مسلحة تسندها طائرة أواكس من داخل الأجواء التركية.

13. At 1130 hours on 8 August 2002, United States and British F-14, F-15, F-16, Jaguar, Tornado and EA-6B aircraft coming from bases in Turkey and from Turkish airspace penetrated Iraq's airspace in the northern region.
13 - في الساعة 30/11 من يوم 8 آب/أغسطس 2002 اخترقت الطائرات الأمريكية والبريطانية من نوع إف 14 و إف 15 و إف 16 وجاكوار وتورنادو EA6B الأجواء العراقية في المنطقة الشمالية قادمة من قواعد لها في جمهورية تركيا وعبر الأجواء التركية ونفذت 20 طلعة مسلحة تسندها طائرة أواكس من داخل الأجواء التركية.

14. At 1105 hours on 12 August 2002, United States and British F-14, F-15, F-16, Jaguar, Tornado and EA-6B aircraft coming from bases in Turkey and from Turkish airspace penetrated Iraq's airspace in the northern region.
14 - في الساعة 05/11 من يوم 12 آب/أغسطس 2002 اخترقت الطائرات الأمريكية والبريطانية من نوع إف 14 و إف 15 و إف 16 وجاكوار وتورنادو EA6B الأجواء العراقية في المنطقة الشمالية قادمة من قواعد لها في جمهورية تركيا وعبر الأجواء التركية ونفذت 18 طلعة جوية مسلحة تسندها طائرة أواكس من داخل الأجواء التركية.

We should like to inform you that during the month of April 1998 this aircraft committed four fresh violations of Iraq's airspace during which it overflew wide areas of the country for a total of 17 hours and 11 minutes.
ونود أن نبلغكم بان هذه الطائرة قامت خلال شهر نيسان/أبريل ١٩٩٨م بأربعة خروقات جديدة ﻷجواء العراق وحلقت خلالها فوق مناطق واسعة. وبلغ مجموع ساعات تحليقها للخروقات اﻷربعة أعلاه ١٧ ساعة و ١١ دقيقة.

2. Our technical systems identified the aircraft violating Iraq's airspace on a daily basis as United States F-14s, F-15s, F-16s and F-18s and British Tornadoes.
2 - كشفت معداتنا الفنية نوع الطائرات التي خرقت حرمة أجواء جمهورية العراق بشكل يومي وهي من أنواع F14 و F15 و F16 و F18 الأمريكية وتورنادو البريطانية.

The violations of Iraq's airspace by American warplanes have increased along with the escalation of American threats to unleash military aggression against Iraq.
وأن خروقات الطائرات الحربية اﻷمريكية للمجال الجوي العراقي قد تصاعدت مع تصاعد التهديدات اﻷمريكية بشن العدوان العسكري على العراق.

3. At 1145 hours on 8 May 1999 United States and British aircraft violated Iraq's airspace in the Umm Qasr area.
٣ - في الساعة ٤٥/١١ من يوم ٨ أيار/ مايو ١٩٩٩ خرق الطيران اﻷمريكي والبريطاني اﻷجواء العراقية فوق منطقة أم قصر.
