Foreword The United Nations experience in the disarmament of Iraq of its weapons of mass destruction (WMD) and dismantlement of related programmes is unique.

In the view of the Panel, the failure of Kuwait to take the necessary measures in the face of a clear risk of damage was the direct cause of the resulting damage, and this broke the chain of causation so as to relieve Iraq of liability for the damage.

3. ٣ - وتنص الفقرة ٧ من القرار ٧١٥ )١٩٩١( على رصد المبيعات أو الامدادات التي توفرها بلدان أخرى للعراق من اﻷصناف المشمولة بالخطتين، وذلك بعد تخفيض أو رفع الجزاءات المفروضة بالقرار ٦٦١ )١٩٩٠( على تلك اﻷصناف، عملا بالفقرة ٢١ من القرار ٦٨٧ )١٩٩١(.

You will recall that, by its resolution 1051 (1996), the Security Council approved the mechanism for monitoring sales or supplies by other countries to Iraq of items relevant to the implementation of section C of resolution 687 (1991) and other relevant resolutions, including resolution 715 (1991), and the plans approved thereunder.

The Office of the Iraq Programme has informed the Government of Iraq of the complaints lodged by many suppliers regarding the ensuing delays in the authentication of and payment for the discharged goods, and has urged that the buyers concerned take urgent measures to address those delays.

7. Decides further that, in view of the prolonged interruption by Iraq of the presence of UNMOVIC and the IAEA and in order for them to accomplish the tasks set forth in this resolution and all previous relevant resolutions and notwithstanding prior understandings, the Council hereby establishes the following revised or additional authorities, which shall be binding upon Iraq, to facilitate their work in Iraq:
7 - يقرر كذلك، بالنظر لتعطيل العراق المطوَّل لوجود لجنة الأمم المتحدة للرصد والتحقق والتفتيش والوكالة الدولية للطاقة الذرية لديه وبغية تمكينهما من إنجاز المهام المنوطة بهما المبينة في هذا القرار وفي جميع القرارات السابقة ذات الصلة، ودون المساس بالتفاهمات السابقة، أن ينشئ المجلس بموجب هذا القرار الصلاحيات المنقحة أو الإضافية التالية التي تكون ملزمة للعراق، وذلك من أجل تيسير عملهما في العراق:

These hostile and illegal actions are impeding the delivery to Iraq of items of a humanitarian nature, thus exacerbating the suffering of the Iraqi people, and are obstructing civilian trade in the Arabian Gulf.
إن من شأن هذه الأعمال العدوانية غير المشروعة إعاقة وصول المواد الإنسانية إلى العراق مما يسبب في زيادة معاناة الشعب العراقي، إضافة إلى عرقلتها حركة التجارة المدنية في الخليج العربي.

Kuwait attaches the utmost importance to the return by Iraq of all the official documents stolen by Iraqi forces from the Office of the Amir, the Office of the Crown Prince, the Cabinet Office and the Ministry of Foreign Affairs. No price can compensate for such documents, and they cannot be regarded as property such as that referred to the United Nations Compensation Commission.
كما أن الكويت تعلق أهمية قصوى على ضرورة قيام العراق بإعادة جميع الوثائق الرسمية التي نهبتها القوات العراقية من الديوان اﻷميري وديوان سمو ولي العهد، ومجلس الوزراء ووزارة الخارجية، حيث أن هذه الوثائق لا يمكن تعويضها بثمن أو اعتبارها من ضمن الممتلكات المحالة إلى لجنة التعويضات.

This amount includes a contribution by the Government of Iraq of $40 million to the World Food Programme (WFP) to fund internally displaced Iraqis who are particularly vulnerable and the $8 million Iraq donated to UNHCR in Jordan for Iraqi refugees.
