On 20 May 1996, a memorandum of understanding was concluded between the Secretariat of the United Nations and the Government of Iraq on the implementation of resolution 986 (1995).

On 23 and 24 September 1998, the Committee on the Rights of the Child established under the Convention on the Rights of the Child considered the initial report of the Government of Iraq on the implementation of the Convention within its jurisdiction (CRC/C/41/Add.3).

During the last year, the Human Rights Committee and the Committee on Economic, Social and Cultural Rights considered the reports of Iraq on the implementation of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, respectively.

I have the honour to submit to you, and through you to the members of the Security Council, the text of a memorandum of understanding concluded today between the Secretariat of the United Nations and the Government of Iraq on the implementation of Security Council resolution 986 (1995) of 14 April 1995.

On 20 May 1996, a memorandum of understanding (S/1996/356) was concluded between the Secretariat of the United Nations and the Government of Iraq on the implementation of resolution 986 (1995).
وفي ٢٠ أيار/مايو ١٩٩٦، أبرمت مذكرة تفاهم )S/1996/356( بين اﻷمانة العامة لﻷمم المتحدة وحكومة العراق بشأن تنفيذ القرار ٩٨٦ )١٩٩٥(.

Following the signing, on 20 May 1996, of the memorandum of understanding between the Secretariat of the United Nations and the Government of Iraq on the implementation of Security Council resolution 986 (1995), the Committee started its deliberations on the expedited procedures to be employed in the discharge of its responsibilities pursuant to paragraph 12 of resolution 986 (1995).

The members of the Security Council have asked me to thank you for your letter of 20 May 1996 (S/1996/356), with which you enclosed the text of the memorandum of understanding concluded that day between the Secretariat of the United Nations and the Government of Iraq on the implementation of Security Council resolution 986 (1995) of 15 April 1995.
طلب مني أعضاء مجلس اﻷمن أن أتوجــه إليكم بالشكر علـى رسالتكم المؤرخة ٢٠ أيار/مايو ١٩٩٦ (S/1996/356) التي أرفقتم طيها نص مذكرة التفاهم المبرمة في ذلك اليوم بين اﻷمانة العامة لﻷمم المتحدة وحكومة العراق بشأن تنفيذ قرار مجلس اﻷمن ٩٨٦ )١٩٩٥( المــؤرخ ١٥ نيسان/أبريل ١٩٩٥.

In order to facilitate this process, regular consultations between the overseers and representatives of SOMO will take place consistent with paragraph 6 of annex II of the Memorandum of Understanding between the Secretariat of the United Nations and the Government of Iraq on the implementation of resolution 986 (1995) dated 20 May 1996 (hereinafter Memorandum of Understanding).
وتيسيرا لهذه العملية، تجري مشاورات منتظمة بين المشرفين وممثلي منشأة تسويق النفط تمشيا مع الفقرة ٦ من المرفق الثاني بمذكرة التفاهم بين اﻷمانة العامة لﻷمم المتحدة وحكومة العراق بشأن تنفيذ القرار ٩٨٦ )١٩٩٥(، والمؤرخة ٢٠ أيار/مايو ١٩٩٦ )ويشار إليها فيما بعد باسم مذكرة التفاهم(.

1. As provided for in paragraph 2 of Annex II of the Memorandum of Understanding between the Secretariat of the United Nations and the Government of Iraq on the implementation of Security Council resolution 986 (1995), signed on 20 May 1996, the following clauses will have to be inserted in each letter of credit:
١ - على النحو المنصوص عليه في الفقرة ٢ من المرفق الثاني بمذكرة التفاهم بين اﻷمانة العامة لﻷمم المتحدة وحكومة العراق بشأن تنفيذ قرار مجلس اﻷمن ٩٨٦ )١٩٩٥(، الموقعة في ٢٠ أيار/مايو ١٩٩٦، يتعين إدراج اﻷحكام التالية في كل خطاب اعتماد:

With the conclusion, on 20 May 1996, of a memorandum of understanding between the Secretariat of the United Nations and the Government of Iraq on the implementation of resolution 986 (1995) and the adoption, on 8 August 1996, of the expedited procedures by the Committee, Iraq will be allowed to sell oil to finance its imports of humanitarian supplies.
ومع القيام في ٢٠ أيار/مايو ١٩٩٦ بإبرام مذكرة تفاهم بين اﻷمانة العامة لﻷمم المتحدة وحكومة العراق بشأن تنفيذ القرار ٩٨٦ )١٩٩٥( واعتماد اللجنة في ٨ آب/أغسطس ١٩٩٦ لﻹجراءات المعجلة، سيسمح للعراق ببيع النفط لتمويل وارداته من اﻹمدادات اﻹنسانية.

10. The export of petroleum from Iraq has proceeded satisfactorily so far in accordance with the provisions of Security Council resolution 986 (1995), the memorandum of understanding concluded between the Secretariat of the United Nations and the Government of Iraq on the implementation of resolution 986 (1995) and the procedures of the Committee.
١٠ - وحتى اﻵن يسير تصدير النفط من العراق قدما على نحو مرض وفقا ﻷحكام قرار مجلس اﻷمن ٩٨٦ )١٩٩٥(، ومذكرة التفاهم المبرمة بين اﻷمانة العامة لﻷمم المتحدة وحكومة العراق بشأن تنفيذ القرار ٩٨٦ )١٩٩٥( وإجراءات اللجنة.

87. In 2012, the Human Rights Office will monitor and provide technical and other support to the Government of Iraq on the implementation of the National Action Plan on Human Rights, which was developed by the Government in 2011, supported by the Human Rights Office, and in consultation with civil society, which aims to implement the recommendations accepted by Iraq in the universal periodic review process, carried out in February 2010.
87 - وخلال عام 2012 سيتولى مكتب حقوق الإنسان، القيام بأعمال الرصد وتقديم الدعم التقني وغيره من أعمال الدعم إلى حكومة العراق بشأن تنفيذ خطة العمل الوطنية لحقوق الإنسان، التي وضعتها الحكومة عام 2011 بدعم من مكتب حقوق الإنسان وبالتشاور مع المجتمع المدني. وتهدف هذه الخطة إلى تنفيذ التوصيات التي قبلها العراق في عملية الاستعراض الدوري الشامل التي أجريت في شباط/فبراير 2010.

Pursuant to paragraph 26 of the memorandum of understanding between the United Nations and the Government of Iraq on the implementation of resolution 986 (1995) (see S/1996/356) and based on the findings and recommendations of the technical mission, I approved, on 31 July 1997, the designation of Al-Walid at the border (facing Al-Tenf in the Syrian Arab Republic) as a new entry point.
وعملا بالفقرة ٢٦ من مذكرة التفاهم الموقعة بين اﻷمم المتحدة وحكومة العراق بشأن تنفيذ القرار ٩٨٦ )١٩٩٥( )انظر S/1996/356( واستنادا الى نتائج وتوصيات خبراء البعثة التقنية فإنني قد وافقت، في ٣١ تموز/يوليه ١٩٩٧، على تحديد نقطة الوليد عند الحدود )في مواجهة التنف في الجمهورية العربية السورية( كنقطة دخول جديدة.
