٤٦٣ - ومما يذكر أنه طبقا لقرار مجلس اﻷمن ٧٠٦ )١٩٩١(، قامت اﻷمم المتحدة بإنشاء حساب معلق تودع فيه عائدات بيع البترول العراقي والمنتجات البترولية العراقية والتبرعات.

The Government of Iraq undertakes to effectively guarantee equitable distribution to the Iraqi population throughout the country of medicine, health supplies, foodstuffs and materials and supplies for essential civilian needs (hereinafter humanitarian supplies) purchased with the proceeds of the sale of Iraqi petroleum and petroleum products.
٥ - تتعهد حكومة العراق بأن تضمن على نحو فعال توزيع اﻷدوية واﻹمدادات الصحية والمواد الغذائية والمؤن واﻹمدادات اللازمة للاحتياجات المدنية اﻷساسية )التي يشار إليها فيما بعد باسم " اﻹمدادات اﻹنسانية " ( التي تشترى من عائدات بيع النفط العراقي والمنتجات النفطية العراقية توزيعا عادلا على السكان العراقيين في شتى أنحاء البلد.

ولذلـك، فقد طلبــت في رسائل مؤرخة ١١ تموز/يوليه ٩٩٤١ من وزراء خارجية البلدان التي كانت مستوردة رئيسية للنفظ العراقي الخام في عام ١٩٩٠ أن يحصلوا من شركات وفروع شركات البترول الخاضعة لولاية بلدانهم على معلومات بشأن أماكن وكميات البترول العراقي والمنتجات البترولية العراقية المستوردة بتاريخ ١ حزيران/يونيه ١٩٩٠ أو بعده.
