وبموجب المادة ٢١، يجوز ﻷي دولة طرف في الاتفاقية أن تعلن في أي وقت أنها تعترف باختصاص لجنة منهاضة التعذيب في أن تتلقى بلاغات تفيد بأن دولة طرفا تدعي بأن دولة طرفا أخرى لا تفي بالتزاماتها بموجب الاتفاقية وفي أن تنظر في تلك البلاغات.

٧- وقد أصدرت ٣٤ دولة، عند تصديقها على العهد الدولي الخاص بالحقوق المدنية والسياسية أو بعد ذلك، اﻹعلان المنصوص عليه في المادة ١٤ من العهد، واعترفت فيه باختصاص اللجنة المعنية بحقوق اﻹنسان المنشأة بمقتضى المادة ٨٢ من العهد بأن تتلقى وتدرس الرسائل التي تفيد بأن إحدى الدول اﻷطراف تدعي أن دولة طرفا أخرى لا تفي بالالتزامات المترتبة عليها بموجب العهد.

7. Upon ratification of the International Covenant on Civil and Political Rights or subsequently 45 States made the declaration provided for in article 41 of the Covenant, recognizing the competence of the Human Rights Committee established under article 28 of the Covenant to receive and consider communications to the effect that a State party claims that another State party is not fulfilling its obligations under the Covenant.
٧- وقد أصدرت ٥٤ دولة، عند تصديقها على العهد الدولي الخاص بالحقوق المدنية والسياسية أو بعد ذلك، اﻹعلان المنصوص عليه في المادة ١٤ من العهد، واعترفت فيه باختصاص اللجنة المعنية بحقوق اﻹنسان المنشأة بمقتضى المادة ٨٢ من العهد بأن تتلقى وتدرس الرسائل التي تفيد بأن إحدى الدول اﻷطراف تدعي أن دولة طرفا أخرى لا تفي بالالتزامات المترتبة عليها بموجب العهد.
