1- يؤكد من جديد أن تعزيز حقوق الإنسان والحريات الأساسية وحمايتها والتشجيع على احترامها، بطرق من بينها التعاون الدولي، هي أحد مقاصد الأمم المتحدة، كما أنها مسؤولية رئيسية تقع على عاتق الدول؛

7- يُذكِّر أيضاً بأن التعاون الدولي على حل المشاكل الدولية ذات الطابع الاقتصادي والاجتماعي والثقافي، وعلى تعزيز وتشجيع احترام حقوق الإنسان والحريات الأساسية للجميع، هو أحد مقاصد الأمم المتحدة، ويؤكد أن من شأن توسيع نطاق التعاون الدولي أن يُسهم في إحراز تقدم دائم في إعمال الحقوق الاقتصادية والاجتماعية والثقافية؛
