6. The Committee on the Rights of the Child should be given a power equivalent to that contained in article 20 of the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, to act if it receives reliable information which appears to it to contain well-founded indications that children are being systematically recruited.
٦- وينبغي منح لجنة حقوق الطفل سلطة اتخاذ اجراءات مساوية للسلطة المنصوص عليها في المادة ٠٢ من اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، اذا تلقت معلومات موثوقا بها يبدو لها أنها تتضمن دلائل لها أساس قوي تشير الى أن تجنيد اﻷطفال يمارس على نحو منظم.

Thus, while article 8.1 of the Optional Protocol provides that an inquiry procedure can be initiated by the Committee where it receives reliable information indicating “grave or systematic violations”, article 20.1 of CAT provides for an inquiry if the Committee receives reliable information “which appears to it to contain well-founded indications that torture is being systematically practised” in the territory of a State party.
