Operative paragraph 1 of the draft resolution invites all States that have not signed the Convention to accede to it without delay. Operative paragraph 2 urges all States that have signed but have not ratified the Convention to ratify it without delay.
وتدعو الفقرة 1 من منطوق مشروع القرار جميع الدول التي لم توقع على اتفاقية حظر استعمال وتكديس وإنتاج ونقل الألغام المضادة للأفراد وتدمير تلك الألغام إلى الانضمام إلى الاتفاقية دون تأخير.

He therefore welcomed the recent ratification of that Treaty by the Russian Parliament and urged other States whose ratification was required for its entry into force, especially India, Pakistan and the Democratic People's Republic of Korea, to sign and ratify it without delay.
وذكر أنه لذلك يرحِّب بتصديق البرلمان الروسي على المعاهدة مؤخرا وحث دُوَلاً أخرى يُعتبر تصديقها على المعاهدة لازما لدخولها حيِّز النفاذ، وخاصة باكستان وجمهورية كوريا الشعبية الديمقراطية والهند، على أن توقِّع، وتُصدِّق، على الاتفاقية دون تأخير.

The United Nations General Assembly annually has voted to " (invite) all States that have not signed the Convention (...) to accede to it without delay " and to " (urge) all States that have signed but not ratified the Convention to ratify it without delay. "
وصوتت الجمعية العامة للأمم المتحدة سنوياً على " (دعوة) جميع الدول التي لم توقع على الاتفاقية (...) إلى الانضمام إليها دون تأخير " و " (حث) جميع الدول التي وقعت على الاتفاقية ولم تصدق عليها بعد على القيام بذلك دون إبطاء " ().

The International Confederation of Free Trade Unions has endorsed a plan of action, " Trade unions say no to racism and xenophobia " , and has strongly urged all national affiliates and regional organizations to implement it without delay.
وقد أيد الاتحاد الدولي لنقابات العمال الحرة خطة عمل بعنوان " نقابات العمال تقول لا للعنصرية وكره الأجانب " ، وحث بقوة جميع النقابات الوطنية المنتسبة إليه وكذلك المنظمات الإقليمية، على تنفيذ هذه الخطة دون إبطاء.

I call on both sides to accept it without delay.
ومن ثم فإني أهيب بالجانبين أن يقبلا بتلك المذكرة دون إبطاء.

It urges all States that have yet to do so, especially those listed in annex 2 to the Treaty which have a special responsibility concerning its entry into force, to ratify it without delay.
وتحث كافة الدول التي لم تصدق بعد على هذه المعاهدة، ولا سيما الدول المدرجة في المرفق الثاني للمعاهدة التي تتحمل مسؤولية خاصة في بدء نفاذها، على أن تفعل ذلك دون إبطاء.
