The Supreme Council discussed developments in Iraq's implementation of Security Council resolutions relating to its aggression against Kuwait, and noted the successive crises with the United Nations provoked by the Iraqi Government and the consequent tension and threat to security and stability in the region.

The Iraqi regime has a responsibility to comply fully with the letter and spirit of all the Security Council resolutions relating to its aggression against Kuwait and to demonstrate good faith in implementing those resolutions. The policies and practices of this regime, however, constantly provide grounds for a multitude of doubts concerning its intentions, even after it has discharged some of its obligations.
إن من مسئولية النظام العراقي الالتزام التام بتنفيذ جميع قرارات مجلس اﻷمن ذات الصلة بعدوانه على دولة الكويت نصا وروحا، وأن يبدي حسن النوايا عند تنفيذه لهذه القرارات، ولكن سياسات هذا النظام وممارساته دائما ما تثير الكثير من الشكوك بنواياه حتى بعد تنفيذه لجزء من التزاماته.
