1. Each State Party shall take such measures as may be necessary to establish its jurisdiction over the crimes set out in article 10 in the following cases:

Each Contracting State shall take such measures as may be necessary to establish its jurisdiction over the crimes referred to in article 2 in cases where the alleged offender is present in its territory and where it does not extradite such a person to any of the Contracting States that have established their jurisdiction in accordance with paragraphs 1 or 2.
٤ - تتخذ كل دولة متعاقدة ما يلزم من تدابير ﻹقامة ولايتها على الجرائم المشار إليها في المادة ٢ إذا كان المدعى ارتكابه الجريمة موجودا في إقليمها ولم تقم بتسليمه الى أي من الدول المتعاقدة التي أقامت ولايتها وفقا للفقرة ١ أو ٢.

4. Each State Party shall take such measures as may be necessary to establish its jurisdiction over the crimes set out in article 9 in cases where the alleged offender is present in its territory and it does not extradite such person pursuant to article 15 to any of the States Parties which have established their jurisdiction in accordance with paragraph 1 or 2.
٤ - تتخذ كل دولة طرف ما يلزم من تدابير ﻹقامة ولايتها على الجرائم المبينة في المادة ٩ إذا كان المدعى ارتكابه الجريمة موجودا في إقليمها ولم تقم بتسليمه ، عملا بالمادة ١٥ ، إلى أي من الدول اﻷطراف التي أقامت ولايتها وفقا للفقرة ١ أو ٢.

4. Each State Party shall take such measures as may be necessary to establish its jurisdiction over the crimes set out in article 9 in cases where the alleged offender is present in its territory and it does not extradite such person pursuant to article 15 to any of the States Parties which have established their jurisdiction in accordance with paragraph 1 or 2.

" 4. Each State Party shall take such measures as may be necessary to establish its jurisdiction over the crimes set out in article 11 in cases where the alleged offender is present in its territory and it does not extradite such person pursuant to article 16 to any of the States Parties referred to in paragraph 1 and 2 above.

6. Pursuant to article 10 of the Convention, each State party is required to establish its jurisdiction over the crimes set out in article 9 when the crime is committed in its territory or on board a ship or aircraft registered in that State, or when the alleged offender is a national of that State.
6 - وعملا بالمادة 10 من الاتفاقية، يجب على كل دولة من الدول الأطراف إقامة ولايتها على الجرائم المبينة في المادة 9 متى ارتُكبت الجريمة في إقليم تلك الدولة أو على متن سفينة أو طائرة مسجلة فيها، أو متى كان المدعى ارتكابه الجريمة أحد رعايا تلك الدولة.

" 1. Each Contracting State shall take legislative measures to establish its jurisdiction over the crimes mentioned in article 1 of the present Convention in the following cases:
