Article 1 Obligation of a State to secure to everyone within its jurisdiction the rights and freedoms defined in section I of the Convention, inter alia:
المادة 1 تلتزم الدول بأن تضمن لكل شخص خاضع لولايتها الحقوق والحريات المبينة في الفرع الأول من الاتفاقية وذلك في ضمن جملة أمور:

Germany assures that for engagements of its police or armed forces abroad, particularly within the scope of peace missions, it will grant to all persons subject to its jurisdiction the rights acknowledged in the covenant.
وتؤكد ألمانيا أنها، فيما يخص مشاركة قوات الشرطة أو القوات المسلحة التابعة لها في الخارج، ولا سيما في إطار بعثات السلام، ستمنح جميع الأشخاص الخاضعين لولايتها القضائية الحقوق المعترف بها في العهد.

The starting-point for consideration of this issue must be the State party's obligation, under article 2, paragraph 1, of the Covenant, namely, to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant.

Reaffirming that every State party to the International Covenant on Civil and Political Rights must ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant,
وإذ تؤكد من جديد أن على كل دولة طرف في العهد الدولي الخاص بالحقوق المدنية والسياسية أن تؤمِّن لجميع الأفراد الموجودين في إقليمها والخاضعين لولايتها الحقوق المعترف بها في ذلك العهد،

Relevant for the consideration of this issue is the State party's obligation, under article 2, paragraph 1, of the Covenant, to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant.

Affirming that every State party to the International Covenant on Civil and Political Rights must ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in that Covenant,
وإذ تؤكد أن على كل دولة طرف في العهد الدولي الخاص بالحقوق المدنية والسياسية أن تؤمن لجميع اﻷفراد الكائنين في أراضيها والخاضعين لولايتها الحقوق المعترف بها في ذلك العهد،
