The Conference, held in Moscow from 26 to 28 June 2006, adopted the Moscow Declaration (A/61/208-S/2006/598, annex), highlighting the importance of the international community's support to the Government of Afghanistan in implementing its National Drug Control Strategy.

86. Lack of security, extreme poverty and pressure from traffickers and local criminal groups were the main causes of expansion of poppy cultivation. The international community should not delay in helping Afghanistan to implement its National Drug Control Strategy, especially in the areas of enforcement, alternative livelihood programmes with a focus on poverty alleviation, and regional cooperation.

The Conference adopted the Moscow Declaration (A/61/208 - S/2006/598, annex), which reaffirmed the continuing validity of the main provisions of the first Conference on Drug Routes from Central Asia to Europe, held in Paris on 21 and 22 May 2003, and highlighted the importance of the international community supporting the Government of Afghanistan in implementing its National Drug Control Strategy.
