يُقصد بعبارة " اتفاقية دولية " اتفاق دولي خطي معقود بين دول وخاضع للقانون الدولي، سواء ورد هذا الاتفاق في صك واحد أو في اثنين أو أكثر من الصكوك ذات الصلة، وأياً كانت تسميته الخاصة.
