229. A state of emergency must be proclaimed and terminated by a presidential decree stating the reason for its proclamation and specifying the area in which it will apply, as well as the date of its entry into force and its duration.

2. The reference in the preamble of the Declaration to the state of emergency should provide that such state should be rescinded as soon as the exigencies for its proclamation do not exist.
٢- يجب أن تنص الاشارة الواردة في ديباجة اﻹعلان إلى حالة الطوارئ على أن هذه الحالة ينبغي أن تلغى بمجرد زوال مقتضيات إعلانها.

99. Article 1 of the 1930 Hague Convention on Certain Questions Relating to the Conflict of Nationality Laws confirmed this by qualifying its proclamation that " it is for each State to determine under its own law who are its nationals " with the provision that:

10. The Committee called upon all the countries to recognize the state of Palestine upon its proclamation on the land of Palestine pursuant to international Law; it highly valued the support of international community in raising the status of representation of Palestine in the United Nations and considered it a step in this direction.
٠١ - دعت دول العالم كافة إلى الاعتراف بدولة فلسطين حين إعلانها على اﻷرض الفلسطينية وفقا لقرارات الشرعية الدولية، وتمنت عاليا مساندة المجتمع الدولي رفع تمثيل فلسطين في اﻷمم المتحدة واعتبرته خطوة في هذا الاتجاه.

It has been extended with the approval of the Egyptian legislature, which has judged that the conditions for its proclamation continue to apply. Presidential Decree No. 105 of 2000, which was ratified by the People's Assembly on 26 February 2000, is the latest of such decrees and it provides for the extension of the state of emergency until 31 May 2003.
ويتم تجديدها بموجب الموافقات الصادرة عن السلطة التشريعية وبناء على تقديرها باستمرار مقتضيات إعلانها, وكان آخرها القرار الجمهوري رقم 105 لسنة 2000 والصادر بمد حالة الطوارئ في البلاد حتى 31 أيار/مايو 2003، والتي تمت الموافقة عليه من مجلس الشعب بجلسته المنعقدة في 26 شباط/فبراير 2000.

The General Assembly recognized this in resolutions 58/5, 59/10, 60/9 and in its proclamation of 2005 as the International Year for Sport and Physical Education, seeking to encourage sport as a means of promoting education, health, development and peace. Also, the 2005 World Summit Outcome (resolution 60/1) states that sport could foster peace and development.
