وكما قال اﻷمين العام توا، فإن الجمعية العامة في دورتها الاستثنائية السادسة عشرة التي انعقدت في عام ١٩٨٩، قد وضعت الاطار للتحول السلمي في جنوب افريقيا الى مجتمع متحد وديمقراطي وغير عنصري، وأقرت بتوافق اﻵراء الاعلان التاريخي المتعلق بالفصل العنصري ونتائجه المدمرة في الجنوب الافريقي.

The proposed programme of work reflects the thrust of the Declaration on Apartheid and its Destructive Consequences in Southern Africa, adopted by the General Assembly in its resolution S-16/1 of 14 December 1989 at its sixteenth special session, which is the promotion of the peaceful settlement of the conflict in South Africa through genuine negotiations, recent resolutions of the Assembly and actual developments in South Africa. 3C.
ويعكس برنامج العمل المقترح جوهر اﻹعلان المتعلق بالفصل العنصري ونتائجه المدمرة في الجنوب الافريقي، الذي اعتمدته الجمعية العامة في دورتها الاستثنائية السادسة عشرة بقرارها دإ - ١٦/١ المؤرخ ١٤ كانون اﻷول/ديسمبر ١٩٨٩، وهو ما يتمثل في تشجيع التسوية السلمية للنزاع في جنوب افريقيا من خلال مفاوضات حقيقية، كما يعكس القرارات اﻷخيرة للجمعية العامة، والتطورات الفعلية في جنوب افريقيا.
