Mr. Kakakhel applauded the high level of interest in the meeting, seeing it as proof that stakeholders were committed to placing global cooperation ahead of national or sectoral interests.

Mr. Kakakhel expressed thanks to the Government of Italy for hosting the sixth meeting of the Conference of the Parties to the Vienna Convention and the Fourteenth Meeting of the Parties to the Montreal Protocol in Rome, and for the warm hospitality shown.
199- وتوجه السيد كاكاخيل بالشكر إلى حكومة إيطاليا لاستضافة الاجتماع السادس لمؤتمر الأطراف في اتفاقية فيينا والاجتماع الرابع عشر للأطراف في بروتوكول مونتريال في روما، ولحسن الضيافة التي أبدتها.

Mr. Kakakhel said that the timely notification of bans or severe restrictions was the key to the successful operation of the Convention as a " first line of defence " against chemical hazards and appealed to those Governments that had not yet done so to submit their notifications as soon as possible.

At the 2nd meeting of the Committee, Mr. Kakakhel gave a further presentation on each of the seven UNEP subprogrammes, referring to the descriptions of the subprogrammes in document UNEP/GC.21/6.

In his opening statement, Mr. Kakakhel expressed his delight at the large number of participants from different sectors at the second session of the Preparatory Committee, as it reflected a high level of commitment to the SAICM process.

Mr. Kakakhel recalled that some two weeks earlier, world leaders had concluded the 2005 World Summit, held at United Nations Headquarters in New York, to reaffirm their commitments made at the Millennium Summit.

Mr. Kakakhel drew attention to the continuing strong cooperation between UNEP and FAO in providing the interim secretariat for the Rotterdam Convention, and noted that the joint activities had now spread to other areas that were equally important to the environmentally sound management of toxic chemicals and pesticides.
