1.1 The author of the communication is Kashif Ahmad, a Danish citizen of Pakistani origin born in 1980 who claims to be a victim of violations by Denmark of article 2, subparagraph 1 (d), and article 6 of the Convention.
1-1 صاحب البلاغ هو كاشيف أحمد، وهو مواطن دانمركي من أصل باكستاني مولود في عام 1980، ويدعي أنه ضحية انتهاكات الدانمرك للفقرة الفرعية 1 (د) من المادة 2 والمادة 6 من الاتفاقية.

He also refers to the Opinion in Kashif Ahmad v. Denmark (case No. 16/1999, para. 6.1), where the Committee found a violation of article 6 of the Convention on the basis " that the author was insulted in public " , since the relevant statements were made " in a school corridor and in the presence of several witnesses " .
ويستشهد صاحب البلاغ أيضاً بالرأي المعتمد في قضية كاشف أحمد ضد الدانمرك (القضية رقم 16/1999، الفقرات 6-1) حيث رأت اللجنة أن انتهاكاً قد حدث للمادة 6 من الاتفاقية " لأن صاحب البلاغ أُهين علناً " ذلك أن العبارات موضع الاتهام قد تُفُوِّه بها " في ردهة مدرسة ثانوية في حضور شهود عديدين " .

At its fiftysixth session (March 2000), the Committee adopted its opinion on communication No. 16 /1999 (Kashif Ahmad v. Denmark), which is reproduced in full in annex III A. The communication concerned a Danish citizen of Pakistani origin who alleged he had been the victim of racist insults.
457- وفي الدورة السادسة والخمسين (آذار/مارس 2000)، اعتمدت اللجنة رأيهــا بشــأن البلاغ رقم 16/1999 (كاشف أحمد ضد الدانمرك)، الذي يرد نصه بالكامل في المرفق الثالث ألف. ويتعلق البلاغ بمواطن دانمركي من أصل باكستاني ادعى أن وقع ضحية إهانات قائمة على العنصرية.

3.14 Referring to case No. 16/1999 (Kashif Ahmad v. Denmark), the petitioners stress that while the incidents were reported on 20 June 2000, the decision of the police was transmitted a month later, on 21 July 2000. Similarly, the AttorneyGeneral decided to uphold the police's decision 10 days after the case was brought to his attention by the DRC.
3-14 وأشار الملتمسون إلى القضية رقم 16/1999 (كاشف أحمد ضد الدانمرك) وأكدوا أنه رغم الإبلاغ عن الحوادث في 20 حزيران/يونيه 2000، فإن قرار الشرطة لم يرسل إلا بعد شهر، أي في 21 تموز/يوليه 2000، كما أن وكيل النيابة قرر تأييد قرار الشرطة بعد عشرة أيام من قيام مركز التوثيق والخدمات الاستشارية بعرض الحالة عليه.

3.3 By reference to another case decided by the Committee (Kashif Ahmad v. Denmark) (case No. 16/1999, Opinion adopted on 13 March 2000) [in which racist comments were made in a hallway outside a classroom], the petitioner submits that the State party did not claim in that case that the statements had not been made publicly and that a violation was found by the Committee.
3-3 واستشهد صاحب البلاغ بقضية أخرى اتخذت اللجنة قراراً بشأنها (قضية كاشف أحمد ضد الدانمرك)، (القضية رقم 16/1999، والرأي المعتمد بشأنها في 13 آذار/مارس 2000) التي تم فيها التفوه بعبارات عنصرية في الردهة المحاذية لقاعة للدراسة، وأكد أن الدولة الطرف لم تذكر آنذاك أن العبارات المعنية لم يُتفَوَه بها علناً، وأن اللجنة أقرت حدوث انتهاك.
