As you had hoped for, the overall policy emphasizing tolerance that has been publicly declared by the Government has been unambiguously affirmed with greater determination and has been followed by specific progress towards religious, cultural and ethnic diversity, by the inclusion of such policy in the Khartoum Peace Agreement and Constitutional Decree No. 14 of July 1997.

44. In its efforts to ensure control of the petroleum resources in the western Upper Nile, the Government had resorted to serious violations of international humanitarian law, dispersing the Nuer tribe, discouraging solidarity in the south and undermining the 1997 Khartoum Peace agreement.
٤٤ - وفي محاولة لضمان السيطرة على موارد النفط في المنطقة الغربية ﻷعالي النيل، لجأت الحكومة إلى انتهاكات جسيمة للقانون اﻹنساني الدولي، حيث شرﱠدت قبيلة النوير وثبﱠطت همة التضامن في الجنوب وقوﱠضت اتفاق الخرطوم للسلام لعام ١٩٩٧.

6. The national conference for dialogue on peace issues, followed by rounds of peace talks with rebel factions, led to signature of the Peace Charter, which formed the core of the Khartoum Peace Agreement between the Government and a number of the factions engaged in the fighting in southern Sudan.
6- وقد أفضى المؤتمر الوطني للحوار حول قضايا السلام الذي أعقبته جولات من مفاوضات مع حملة السلام من فصائل حركة التمرد إلى توقيع الميثاق السياسي للسلام الذي شكل نواة أساسية لاتفاقية الخرطوم للسلام بين الحكومة والعديد من الفصائل المقاتلة في جنوب السودان.

Moreover, the Khartoum Peace Agreement brought an end to the war which had violated all the fundamental rights of the child stipulated in articles 6, 7, 8, 9, 19, 24, 27 and 28 of the Convention.

10. The Government of the Sudan continued its efforts to establish peace and reconciliation in Sudan after signing the Khartoum Peace Agreement in 1997. These efforts were extended to reflect provisions of this agreement in the Fourth Constitutional Decree, which was annexed to the Constitution and became an integral part of it.
10- لم تتوقف جهود الحكومة السودانية لإحلال السلام والوفاق في السودان عند توقيع اتفاق الخرطوم للسلام في عام 1997، بل امتدت لتشمل إفراغ نصوص ذلك الاتفاق في المرسوم الدستوري الرابع عشر الذي صار جزءاً لا يتجزأ من الدستور.

وبُذلت جهود لإحياء عملية الخرطوم للسلام التي بُدئت برعاية جامعة الدول العربية، ثم ركدت بعد تأجيل الجولة الثالثة من المحادثات في تشرين الأول/أكتوبر 2006 نتيجة للخلافات التي نشأت بين الطرفين بشأن الشروط المسبقة والمسائل الإجرائية.
