أما الشكاوى المقدمة من الكويت فتتناول اﻹغارة على مياهها اﻹقليمية في خور عبد الله وانتهاكات تتعلق بعبور الحدود وإطلاق النيران في المنطقة المجردة من السلاح.

VII The contention made in the Iraqi letter that the demarcation of the boundary in the Khawr Abd Allah area as decided by the Demarcation Commission may pose a threat to Iraq's right of access to the sea in exercise of its right to safe and unrestricted navigation and may in future place it in the position of a land-locked country overlooks the following facts:
سابعا: إن إدعاء الرسالة العراقية بأنه وفقا لترسيم الحدود في منطقة خور عبد الله بالطريقة التي قررتها لجنة الترسيم فقد تهدد حق العراق بالوصول الى البحار من خلال ممارسة حقه في الملاحة اﻵمنة وغير المقيدة مما قد يجعله مستقبلا بحكم الدولة المغلقة عديمة السواحل تضمنه الحقائق التالية:

3. On 1 August 1993, Kuwaiti patrols seized a fishing boat belonging to the Iraqi national Majid Dahi Sa`dun while the following Iraqi fishermen, leaving Khawr Abd Allah in order to fish, were on board:
