7. At the time of the change in funding, in June 1993, the United Kingdom Command Secretariat had suggested in discussions and correspondence with UNFICYP management that it wished to reduce its involvement in providing logistic services to UNFICYP.

13. The Advisory Committee notes from paragraph 46 of annex II to the report that prior to 1 July 1995 local staff services were provided to UNFICYP by the United Kingdom Command Secretariat, and budgetary provision in respect of locally employed civilians was made under the heading of contractual services.

18. As indicated in annex VI, line item 10, the estimate of $3,967,300 for contractual services provides for 318 locally employed personnel recruited on a contractual basis through the United Kingdom Command Secretariat.

The estimate provides for 318 locally employed civilians at a monthly average cost of $1,693 per person, inclusive of basic pay, cost-of-living allowances, overtime, enhanced pay, employer's contribution to medical insurance, Provident Fund, a 3 per cent administrative charge to cover United Kingdom Command Secretariat departmental expenses, and a 4 per cent increase to cover debtor's enhancement.

The Advisory Committee understands that for the local staff taken over by UNFICYP in 1995 (see para. 21 above), benefits relate to recognition of prior service through the United Kingdom Command Secretariat.

From the documentation on record, including exchanges of correspondence between UNFICYP and the United Kingdom Command Secretariat and between UNFICYP and Headquarters, it is clear that UNFICYP and the Field Administration and Logistics Division were faced with the problem of maintaining the continuity of its mandated mission in Cyprus and could not do so without logistical support personnel.

OIOS noted that this initiative by the Chief Administrative Officer was consistent with the terms of his job description, authorizing the incumbent of the post to “negotiate with the United Kingdom Command Secretary for logistic support of 7 millions per year”.

9. As shown in annex I to the present report, additional resources were required under contractual services ($475,400) in connection with the conversion to United Nations local staff on 1 July 1995 of locally employed civilians who were previously provided through logistic support by the United Kingdom Command Secretariat.

The additional requirements for contractual services, medical treatment and services were the result of expenses relating to the conversion of the locally employed civilians, who were previously part of the United Kingdom Command Secretariat, to United Nations local staff, which took place on 1 July 1995.
