50. Ms. Kondolo (Zambia), speaking on behalf of the Group of African States, said that the Group was disappointed in the report of the Special Rapporteur and considered that he had exceeded his mandate in making his recommendations.

Ms. Kondolo (Zambia), introducing draft resolution A/C.3/62/L.23 on behalf of the 14 members of the South African Development Community, said that it was a biennial draft resolution and that Cameroon, Chile, Côte d'Ivoire, Cuba, Ghana, Panama, Senegal, Switzerland and Uzbekistan had become sponsors.

Ms. Kondolo (Zambia) said that the purpose of the recent conference of States parties to the International Covenant on Civil and Political Rights had not been to deal with General Comments, and the African Group had expressed reservations throughout the consultations, which had not been taken into consideration.

Ms. Kondolo (Zambia), introducing the draft decision on behalf of the African Group, said that the Human Rights Council was making a significant contribution to overcoming the obstacles that in the past had shackled international efforts to consolidate respect for human rights and fundamental freedoms.
