6. In her remarks, Human Rights Council President Laura Dupuy Lasserre (Uruguay) observed that human rights advances had to accompany economic development.

In her welcoming remarks, the President of the Human Rights Council, Laura Dupuy Lasserre, highlighted the role of the Human Rights Council in leading the international community's promotion of the business and human rights agenda for the past 10 years, and emphasized that the overwhelming interest in the Forum was testament to the importance of the issue.

8. Ms. Dupuy Lasserre (Uruguay) expressed the hope that the recommendations to be made by the Committee members as a result of their consideration of Uruguay's report would help the State party to intensify its efforts to combat enforced disappearances.

Ms. Dupuy Lasserre (President, Human Rights Council), introducing the report of the Human Rights Council on its sixteenth and seventeenth sessions and fourteenth to seventeenth special sessions (A/66/53), said that 2011 marked the fifth year since the establishment of the Human Rights Council. The Council had conducted a review of its functioning, and the report on its outcome had been adopted by the General Assembly.

Ms. Dupuy Lasserre (Uruguay), replying to Ms. Janina's question about children and adolescents in relation to article 15 of the Convention, pointed out that the legislation referred to children up to 18 years of age, while the Code on Children and Adolescents referred to children up to 13 years and adolescents between 13 and 18 years. The distinction meant that minors could be treated differently according to their degree of maturity.
