" Objection " may also mean a unilateral statement whereby a State or an international organization opposes the late formulation of a reservation or the widening of the scope of a reservation.
يقصد بتعبير " الاعتراض " أيضاً أي إعلان انفرادي تصدره دولة أو منظمة دولية تعترض على الإبداء المتأخر للتحفظات أو على التشديد المتأخر للتحفظات.

Unless the treaty otherwise provides or the well-established practice followed by the depositary differs, the late formulation of a reservation shall be deemed to have been accepted only if no contracting State or contracting organization has opposed such formulation after the expiry of the twelve-month period following the date on which notification was received.

Draft guideline 2.3.1, it should be recalled, provides that the late formulation of a reservation is permitted only if none of the other contracting parties objects, thereby fully upholding the principle of consent.

In that regard, it was noted that guideline 2.3.3 on objections to late formulation of a reservation had to be adapted to the case of the enlargement of a reservation because, in the case of an objection, the reservation is kept in its original form.
