Freedom to manifest one's religion or beliefs may be subject to limitations; these, however, must be prescribed by law and necessary to protect public safety, order, health, morals or the fundamental rights and freedoms of others.

"

The exercise of freedom is therefore subject to reasonable conditions and limitations prescribed by law and necessary in a democratic society, but it should always be kept in mind that freedom of expression is the primary freedom and the first condition of liberty.

Article 19, paragraph 3, of the Covenant, similarly, permits restrictions to freedom of expression; the restrictions shall be provided by law and necessary for respect of the rights or reputations of others; or for the protection of national security or of public order (ordre public), or of public health or morals.

9.5 The second issue is, therefore, whether in the present case such restrictions are justified under article 19, paragraph 3, of the Covenant, i.e. are provided by law and necessary: (a) for respect of the rights or reputations of others; and (b) for the protection of national security or of public order (ordre public), or of public health or morals.

4.8 The State party adds that article 23 of the Constitution allows for the restriction of individual rights and freedoms but only in cases provided by law and necessary in the interests of national security, public order, protection of the morals, public health, rights and freedoms of others.

9. In order not to violate the right to liberty and security of person and to protect against arbitrariness, detention of migrants must be prescribed by law and necessary, reasonable and proportional to the objectives to be achieved.
9- وتفادياً لانتهاك حق الفرد في الحرية والسلامة الشخصية والحماية من التعسف، يجب أن يكون احتجاز المهاجرين منصوصاً عليه قانوناً وضرورياً ومعقولاً ومتناسباً مع الأهداف المنشودة.

Emphasizes that the right to freedom of expression should be exercised with the responsibilities and limitations as prescribed by law and necessary for national security and public safety as well as for the prevention of disorder, protection of morals and reputation or rights of others and respect for religions and beliefs " ,
