The Resolution calls upon all States to adopt such measures as may be necessary to prohibit by law incitement to commit a terrorist act or acts, or prevent such conduct.
ويدعو القرار جميع الدول إلى أن تعتمد من التدابير ما قد يكون لازما لأن تحظر بنص القانون التحريض على ارتكاب عمل أو أعمال إرهابية؛ أو أن تمنع مثل ذلك التصرف.

In September 2005, the Security Council of the United Nations adopted resolution 1624 (2005), which calls on all States, among other things, to prevent and prohibit by law incitement to commit a terrorist act.
في أيلول/سبتمبر 2005، اتخذ مجلس الأمن التابع للأمم المتحدة القرار 1624 (2005) الذي يدعو جميع الدول، إلى أمور في جملتها أن تمنع وأن تحظر بنص القانون التحريض على ارتكاب عمل إرهابي.

Security Council resolution 1624 (2005), calling on all States to prohibit, by law, incitement to commit a terrorist act or acts, sends an important message to the hate-mongers.
إن قرار مجلس الأمن 1624 (2005)، الذي يدعو جميع الدول إلى أن تحظر بنص القانون التحريض على ارتكاب عمل أو أعمال إرهابية، يوجه رسالة هامة إلى مروجي الكراهية.

32. In addition to the four types of incitement discussed above, a fifth form of incitement, incitement to terrorism, is the subject of Security Council resolution 1624 (2005), in which the Council called upon States to " prohibit by law incitement to commit a terrorist act or acts " and to prevent such conduct.

33 - تهيب بجميع الدول أن تعتمد من التدابير ما قد يكون لازما ومناسبا ومتمشيا مع التزاماتها بموجب القانون الدولي، من أجل أن تحظر بموجب القانون التحريض على ارتكاب أي عمل إرهابي أو أعمال إرهابية، وأن تمنع ذلك التصرف، وأن تحرم من الملاذ الآمن أي أشخاص توجد بشأنهم معلومات موثوقة وذات صلة تشكل أسبابـا جدية تدعو إلى اتهامهم بارتكاب ذلك التصرف؛

33. Paragraph 4 of section I of the plan of action on terror refers to our " obligations under international law to prohibit by law incitement to commit a terrorist act or acts and prevent such conduct " .
وتشير الفقرة 4 في الجزء الأول من خطة العمل لمكافحة الإرهاب إلى ما أنيط بنا من " التزامات بموجب القانون الدولي من تدابير تحظر بمقتضى القانون التحريض على ارتكاب عمل إرهابي أو أعمال إرهابية وتمنع ذلك " .

With regard to the commitment undertaken by States to prohibit by law incitement to commit a terrorist act or acts referred to in resolution 1624, it should be noted that our legal system is not silent on the matter. Articles 273 and 274 of the Penal Code cover those offences, as follows: Public incitement
بالنسبة للالتزام الذي قطعته الدول على نفسها بأن تحظر بنص القانون التحريض على ارتكاب عمل أو أعمال إرهابية على نحو ما ينص عليه القرار 1624، تجدر الإشارة إلى أنّ النظام القانوني في كوستاريكا لا تنقصه التعاريف لهذا النوع من الأعمال الجنائية لأن المادتين 273 و 274 من القانون الجنائي تتضمنان أحكاما بهذا الشأن، على النحو الآتي:

On 14 September 2005, at a Security Council summit attended by Heads of State or Government, the Council unanimously adopted resolution 1624 (2005), calling on all States to prohibit by law incitement to commit terrorist acts, and resolution 1625 (2005), aimed at strengthening the effectiveness of the Security Council's role in conflict prevention, particularly in Africa.
في 14 أيلول/سبتمبر 2005، وفي مؤتمر قمة لمجلس الأمن حضره رؤساء الدول أو الحكومات، اتخذ المجلس بالإجماع القرار 1624 (2005) الذي دعا فيه جميع الدول إلى أن تحظر بنص القانون التحريض على ارتكاب الأعمال الإرهابية، والقرار 1625 (2005) الرامي إلى تعزيز فعالية دور مجلس الأمن في منع نشوب الصراعات، لا سيما في أفريقيا.

UNSCR 1624 " calls upon all States to adopt such measures as may be necessary and appropriate and in accordance with their obligations under international law to . . . prohibit by law incitement to commit a terrorist act or acts prevent such conduct. "
إن قرار مجلس الأمن 1624 " يدعو جميع الدول إلى أن تعتمد من التدابير ما قد يكون ضروريا ومناسبا ومتماشيا مع التزاماتها بموجب القانون الدولي التي تهدف إلى ... أن تحظر بنص القانون التحريض على ارتكاب عمل أو أعمال إرهابية [و] ومنع هذا النوع من السلوك " .

4. In paragraph 1 of resolution 1624 (2005), the Council called upon all States " to adopt such measures as may be necessary and appropriate and in accordance with their obligations under international law to (a) prohibit by law incitement to commit a terrorist act or acts " (hereinafter, " incitement " ) and (b) " prevent such conduct " .
4 - وفي الفقرة (1) من القرار 1624 (2005)، دعا المجلس جميع الدول إلى " أن تعتمد من التدابير ما قد يكون لازما ومناسبا ومتمشيا مع التزاماتها بموجب القانون الدولي لتحقيق ما يلي: (أ) أن تحظر بموجب القانون التحريض على ارتكاب عمل إرهابي أو أعمال إرهابية " (يشار إليه فيما يلي بكلمة " التحريض " )؛ و (ب) " أن تمنع مثل هذا التصرف " .
