The world campaign for human and humanitarian rights orchestrated against the Alliance of Democratic Forces for the Liberation of Congo and against the Government of His Excellency the President, Mr. Laurent-Désiré Kabila, in some ways recalls the deplorable and unfortunate United Nations intervention in the Congo in 1960.

1. In response to various allegations referring to massacres of Hutu refugees in the regions of Northern and Southern Kivu occupied by rebels from the Alliance of Democratic Forces for the Liberation of Congo—Zaire (AFDL), the High Commissioner for Human Rights issued a press release on 6 March 1997 in which, while expressing serious concern at those events, he stated that:
١- رداً على ادعاءات مختلفة تشير إلى وقوع مذابح راح ضحيتها لاجئون من الهوتو في مناطق واقعة في شمال وجنوب كيفو ويحتلها ثوار تحالف القوى الديمقراطية لتحرير الكونغو - زائير، أصدر المفوض السامي لحقوق اﻹنسان في ٦ آذار/مارس ٧٩٩١ بياناً صحفياً أعرب فيه عن بالغ قلقه إزاء هذه اﻷحداث، وذكر:

“The Council calls upon the Alliance of Democratic Forces for the Liberation of Congo/Zaire to declare publicly their acceptance of resolution 1097 (1997) in all its provisions, in particular an immediate cessation of hostilities, and calls on all parties to implement its provisions without delay.
" ويطلب المجلس إلى تحالف القوى الديمقراطية لتحرير الكونغو/ زائير أن يعلن على المﻷ قبوله القرار ١٠٩٧ )١٩٩٧( بجميع أحكامه، ولا سيما الوقف الفوري لﻷعمال العدائية، ويدعو جميع اﻷطراف إلى تنفيذ أحكامه دون إبطاء.
