5. The administrative instruction on language proficiency and language incentives (ST/AI/1992/2) of 13 May 1999 strongly encourages staff members to become proficient in two or more official languages of the United Nations in order to achieve and maintain linguistic balance in the Organization.
٥ - يشجع التوجيه اﻹداري المتعلق بالكفاءة اللغوية وحوافز اللغات )ST/AI/1999/2(، الصادر في ١٣ أيار/ مايو ١٩٩٩، الموظفين تشجيعا شديدا على إتقان لغتين أو أكثر من اللغات الرسمية لﻷمم المتحدة بغية تحقيق التوازن اللغوي في المنظمة والحفاظ عليه.

62. With respect to the Working Group’s proposal on linguistic balance in the secretariat, the Commission concurred that it was essential for international staff to be proficient in the working/official languages of their organizations, and for ICSC secretariat staff to communicate with members of ICSC and with the representatives of the organizations and the staff.

In 1993, the Commission reviewed the language incentive scheme for the Professional and higher categories, and recommended parameters for those organizations which considered that a language incentive scheme was a useful means of improving linguistic balance in the overall context of improved organizational effectiveness.
٣٩١ - في عام ١٩٩٣، استعرضت لجنة الخدمة المدنية الدولية مخطط الحافز اللغوي لموظفي الفئات الفنية وما فوقها وأوصت ببارامترات للمنظمات التي ترى أن وجود مخطط للحافز اللغوي من شأنه أن يشكل وسيلة مفيدة لتحسين التوازن اللغوي في السياق العام لتحسين فعالية هذه المنظمات.

43. In order to obtain such a linguistic balance in senior positions, vacancy notices for posts at the P-5 level and above in the secretariat should include standard linguistic requirements, or alternatively, a consultation mechanism should be established among all the parties concerned before the posts were advertised as far as linguistic requirements were concerned.
٣٤ - ولكي يتحقق هذا التوازن اللغوي في الوظائف العليا، ينبغي إدراج الاشتراطات النموذجية اللغوية في أي إعلان عن الشواغر لوظائف الفئة ف - ٥ وما فوقها في اﻷمانة، أو يمكن، كبديل لذلك، إنشاء آلية للتشاور بين جميع اﻷطراف المعنية قبل اﻹعلان عن الوظائف فيما يتعلق بالاشتراطات اللغوية.

172 The Commission decided to recommend to the General Assembly that for those organizations which considered that a language incentive scheme was a useful means of improving linguistic balance in the overall context of improved organizational effectiveness, the parameters outlined under paragraph 172 (a)-(d) should apply.

In the light of the above discussion and analysis, the Commission decided, in accordance with article 10 (c) of its statute, to recommend to the General Assembly that for those organizations which considered that a language incentive scheme was a useful means of improving linguistic balance in the overall context of improved organizational effectiveness, the following parameters should apply:

At its thirty-seventh session (8–26 March 1993), the Commission noted that the majority of the organizations, with the exception of the International Labour Organization, were applying the parameters it had recommended for a language incentive scheme that would improve linguistic balance in the context of improved organizational effectiveness.
وفي دورتها السابعة والثلاثين )٨-٢٦ آذار/ مارس ١٩٩٣( لاحظت اللجنة أن أغلبية هيئات النظام الموحد، باستثناء منظمة العمل الدولية، تطبق المحددات التي أوصت بها بشأن خطة الحافز اللغوي والتي تؤدي إلى تحسين التوازن اللغوي في السياق العام لتحسين الفعالية التنظيمية.
