197. As regards the child's right to use his/her own language, the Committee encourages the State party to continue its efforts to address the linguistic needs of indigenous and minority children.
197- وفيما يتعلق بحق الطفل في استخدام لغته، تشجع اللجنة الدولة الطرف على مواصلة جهودها للتصدي للاحتياجات اللغوية لأطفال السكان الأصليين وأطفال الأقليات.

In that regard, States parties should pay particular attention to article 17 (d) of the Convention which calls on States parties to encourage the mass media to have particular regard to the linguistic needs of the child who is indigenous.
وفي هذا الصدد، ينبغي للدول الأطراف إيلاء اهتمام خاص للمادة 17 (د) من الاتفاقية التي تدعو الدول الأطراف إلى تشجيع وسائط الإعلام على إيلاء عناية خاصة للاحتياجات اللغوية للأطفال من الشعوب الأصلية؛

(b) Encourage mass media to give special consideration to the linguistic needs of children who belong to indigenous group.

4. Article 17 of the Convention also makes specific mention as States parties shall " encourage the mass media to have particular regard for the linguistic needs of the child who belongs to a minority group or who is indigenous " .
4- وتشير المادة 17 من الاتفاقية إشارة خاصة إلى أنه ينبغي للدول الأطراف " تشجيع وسائط الإعلام على إيلاء عناية خاصة للاحتياجات اللغوية للطفل الذي ينتمي إلى مجموعة من مجموعات الأقليات أو إلى الشعوب الأصلية " .

40. The Committee underlines the importance that the media have particular regard for the linguistic needs of indigenous children, in accordance with articles 17 (d) and 30 of the Convention.
40- تؤكد اللجنة أهمية أن تولي وسائط الإعلام أهمية خاصة للاحتياجات اللغوية لأطفال الشعوب الأصلية، وفقاً لأحكام الفقرة (د) من المادة 17 والمادة 30 من الاتفاقية.

The Convention on the Rights of the Child highlights the role and responsibility of the mass media in disseminating information and material of social and cultural benefit to children, with due regard to the linguistic needs of children belonging to minority or indigenous communities (art. 17).
وتبرز اتفاقية حقوق الطفل دور ومسؤولية وسائط الإعلام الجماهيرية في نشر المعلومات والمواد ذات الفائدة الاجتماعية والثقافية للأطفال، مع إيلاء العناية الواجبة للاحتياجات اللغوية للأطفال الذين ينتمون إلى فئات عرقية أو شعوب أصلية (المادة 17).

Article 17 (d), while stressing the important role of the mass media in providing information and material from a diversity of international and national sources, also recognizes that the media should have particular regard to the linguistic needs of the child who belongs to a minority group or who is indigenous.
وبينما أكدت المادة ١٧)د( على أهمية دور وسائط اﻹعلام في تقديم المعلومات والمواد من شتى المصادر الدولية والوطنية، فإنها شجعت أيضا وسائط اﻹعلام على إيلاء عناية خاصة للاحتياجات اللغوية للطفل الذي ينتمي الى مجموعة من مجموعات اﻷقليات أو الى السكان اﻷصليين.

Noting that specific attention was paid in the document to the importance of linguistic competence for both recruitment and promotion purposes, she said that the ICSC recommendations to minimize the current language incentives should be deferred until the linguistic needs of each organization had been ascertained.
ولاحظت أن الوثيقة تولي الاهتمام تحديدا ﻷهمية الكفاءة اللغوية ﻷغراض التوظيف والترقية على السواء، وقالت إن توصيات لجنة الخدمة المدنية الدولية بتقليص الحوافز اللغوية الراهنة ﻷقصى حد ينبغي إرجاؤها حتى يتم التيقن من الاحتياجات اللغوية لكل منظمة.
