7. In its reply, the Government confirms that Liu Nianchun was assigned to three years' re-education through labour on 14 May 1996, by decision of the Beijing Municipal Re-education Committee.
7- وأكدت الحكومة في ردها أن ليو نيانشون حكم عليه بثلاث سنوات من إعادة التأهيل عن طريق العمل في 14 أيار/مايو 1996 بقرار من لجنة إعادة التأهيل البلدية في بيجينغ.

8. The Government notes that Liu Nianchun objected and on 16 July 1996 requested his wife, Chu Hailan, to submit an administrative appeal to the courts.

On 4 October 1996 the Government replied that no incident of beatings by inmates had occurred. When he arrived at Shuanghe Camp, Liu Nianchun claimed to be ill and so was not assigned a job, but rather was taken to hospital for examination and treatment.
وفي ٤ تشرين اﻷول/أكتوبر ٦٩٩١، ردت الحكومة مفيدة بأنه لم تحدث حالات ضرب من جانب الزملاء، وأن ليو نيانشون قد ادعى، عند وصوله إلى مخيم شوانغي، أنه مريض ولم يعين له من ثم عمل، بل جرى نقله إلى المستشفى للفحص والعلاج.

It stated that Liu Nianchun and Zhou Guoqiang had both been committed to three-years of re—education at Shuanghe rehabilitation centre in Beijing for “instigating social disorder”.
وصرحت بأنه تم تحديد مدة ثلاث سنوات ﻹعادة تثقيف ليو نيانشون وزو غوكيانغ في مركز شوانغي ﻹعادة التأهيل في بيجينغ " للتحريض على إثارة الفوضى الاجتماعية " .

Having examined all the information submitted to it, and without determining whether the detention of Liu Nianchun was arbitrary or not, the Working Group accordingly decides, and pursuant to paragraph 17 (a) of its working methods, to file the case of Mr. Liu Nianchun.

The Government wished to inform the Special Rapporteur that the allegation that Liu Nianchun had received no medical attention was erroneous, as he was sent to two different hospitals four times for examination in August 1996 and, at the family’s request, to a third hospital on 26 February 1997, which confirmed no visible medical problems.
