The scourge of locust infestation repeatedly afflicts vast regions in Africa, especially in the Sahel and the Maghreb regions, and on each occasion it has wide-ranging consequences for the economies of the affected countries.

48/20. Emergency action to combat locust infestation in Africa
٤٨/٢٠ - اجراءات طارئة لمكافحة غزو الجراد في افريقيا

1. Expresses its deep concern at the worsening locust infestation in Africa, especially in the Sahel and Maghreb regions, which threatens other regions of Africa, and reaffirms the need to accord high priority to locust control and eradication;
١ - تعرب عن بالغ قلقها إزاء تفاقم غزو الجراد في افريقيا، وخاصة في منطقتي الساحل والمغرب، التي تهدد مناطق أخرى في افريقيا، وتؤكد من جديد ضرورة إيلاء أولوية عالية لمكافحة الجراد والقضاء عليه؛

While this locust infestation was the worst in a decade, the problem is a recurrent one that calls for a more systematic, preventative approach.
وعلى الرغم من أن غزو الجراد هذا كان الأسوأ من نوعه خلال عقد من الزمن، فإن هذه المشكلة ذات طبيعة متكررة وتستدعي اتـباع نهج وقائي أكثر منهجية.

The General Committee recommends the inclusion in the agenda of the current session of an additional item, entitled " Emergency action to combat locust infestation in Africa " .
يوصــي المكتب بإدراج بنــد إضافي، بعنوان " اجراءات فوريــة لمكافحة غزو الجراد في افريقيا " .

The request for the inclusion of this additional item in the agenda of the current session of the General Assembly is justified by the exceptional gravity and the real dangers of the scourge of locust infestation in Africa, which calls for urgent action by the international community.
إن طلب إدراج هــذا البنـد اﻹضافي على جدول أعمال الدورة الحالية للجمعية العامــة تبرره الخطورة الفائقة واﻷخطار الحقيقية التي يشكلها بلاء غزو الجراد في افريقيا، اﻷمر الذي يقتضي اتخاذ إجراء عاجل مـن جانب المجتمع الدولي.

Faced with this disturbing situation, the FAO, through its Director-General, appealed to the international community on 2 August this year, alerting it to the deterioration of the situation in the affected countries and to the need to undertake immediate international emergency action to put an end to locust infestation in Africa.
وحيال هذا الوضع الذي يدعو إلى القلـق؛ وجهت منظمة اﻷغذية والزراعة، عن طريق مديرها العام، نـداء إلى المجتمع الدولي في ٢ آب/أغسطس من هذا العــام، تحذر فيه من تردي الحالة في البلدان المتضررة وتبـرز ضرورة القيام بإجراءات دولية طارئة لوقف غزو الجراد في افريقيا.

2. Notes with satisfaction the efforts of the affected countries, and expresses its gratitude to donor countries, the Food and Agriculture Organization of the United Nations and other competent institutions of the United Nations system for their efforts to contain the locust infestation in Africa;
٢ - تلاحظ مع الارتياح الجهود التي تبذلها البلدان المتأثرة، وتعرب عن امتنانها للبلدان المانحة، ومنظمة اﻷمم المتحدة لﻷغذية والزراعة وللمؤسسات اﻷخرى المختصة في منظومة اﻷمم المتحدة، للجهود التي تبذلها لاحتواء غزو الجراد في افريقيا؛

1. In accordance with General Assembly resolution 48/20 of 19 November 1993, on emergency action to combat locust infestation in Africa, the present report, prepared by the Food and Agriculture Organization of the United Nations (FAO), is submitted to the Assembly by the Secretary-General of the United Nations, in collaboration with the Director-General of the Food and Agriculture Organization of the United Nations.
١ - وفقا لقرار الجمعية العامة ٤٨/٢٠ المؤرخ ٩ تشرين الثاني/نوفمبر ١٩٩٣ بشأن اتخاذ اجراءات طارئة لمكافحة غزو الجراد في افريقيا، يقدم اﻷمين العام لﻷمم المتحدة بالتعاون مع المدير العام لمنظمة اﻷغذية والزراعة الى الجمعية العامة هذا التقرير، الذي أعدته منظمة اﻷغذية والزراعة.

Reaffirming the importance of addressing the challenges facing African agricultural sectors, inter alia, drought, desertification, land degradation, locust infestation, land management and incentive structures, so as to achieve African food security as outlined in the New Agenda,
وإذ تعيد تأكيد ضرورة التصدي للتحديات التي تواجه القطاعات الزراعية الافريقية، في جملة أشكال منها الجفاف والتصحر وتآكل التربة وغزو الجراد وإدارة اﻷراضي وهياكل الحوافز، من أجل تحقيق اﻷمن الغذائي الافريقي على النحو المبين في البرنامج الجديد،
