"make an assignment" - Translation from English to Arabic

Articles 22 and 30 of the United Nations Assignment Convention deal with the law applicable to the steps necessary to make an assignment effective against third parties and to conflicts of priority among claimants with a competing interest in the assigned receivables.
وتتناول المادتان 22 و30 من اتفاقية إحالة المستحقات القانون الواجب التطبيق على الخطوات الضرورية لجعل أي إحالة نافذة المفعول تجاه الأطراف الثالثة وعلى التنازع على الأولية بين أصحاب المطالبات الذين لديهم مصلحة منافسة في المستحقات المحالة.

She asked the Secretariat to amplify the proposal in its note on article 24 (A/CN.9/491, para. 18) that the definition of " priority " be expanded to include any requirements necessary to make an assignment effective as against third parties.
20- وطلبت من الأمانة ايضاح الاقتراح الوارد في مذكرتها بشأن المادة 24 (الفقرة 18 من الوثيقة A/CN.9/491) الداعي الى توسيع تعريف " الأولوية " بحيث يشمل أي اشتراطات يلزم ادخالها لجعل الاحالة نافذة بالنسبة لأطراف ثالثة.

In particular, with respect to the law applicable to the steps required to make an assignment effective against third parties and the priority of that assignment, which the Convention refers to the law of the assignor's location (see art. 22), the recommendations will be designed to provide the applicable substantive law priority rules.
وعلى وجه التحديد، فيما يتعلّق بالقانون الواجب التطبيق على الخطوات المطلوبة لجعل الإحالة فعّالة في مواجهة الأطراف الثالثة وأولوية تلك الإحالة، التي ترجعها الاتفاقية إلى قانون البلد الذي يقع فيه مقر المحيل (انظر المادة 22)، ستكون التوصيات مصمَّمة لتوفير قواعد القانون الموضوعي المنطبقة بشأن الأولوية.
