2. Since the Committee's previous session, the Human Rights Council had held its resumed second session, its third session and two special sessions, and the one-year deadline for the review of all mandates and mechanisms set out in General Assembly resolution 60/251 was fast approaching.

It could be validly argued that considering the systemic nature of the existing network of mandates and mechanisms now under the Council's authority, all those listed in the annex to decision 1/102 should remain in existence, with their present functions and responsibilities, until the review process soon to be undertaken by the Council is completed.

Three elements underlay these joint activities: promoting and implementing the Durban Declaration and Programme of Action; strengthening international mobilization against racism and giving concrete expression to the complementarity of mandates and mechanisms to combat racism; discussing and sharing experience, considerations and the problems relating to this common endeavour.
