13. The Human Rights Committee, in its general comment No. 14 on the right to life, stated that it was evident that the designing, testing, manufacture, possession and deployment of nuclear weapons were among the greatest threats to the right to life which confront mankind today.
١٣ - وذكرت اللجنة المعنية بحقوق الإنسان في تعليقها العام رقم 14 بشأن الحق في الحياة أنه من الواضح أن عمليات تصميم واختبار وتصنيع وامتلاك ونشر الأسلحة النووية هي من أخطر ما تواجهه البشرية اليوم من تهديدات للحق في الحياة.

(f) Finally, it is pertinent to recall that the Human Rights Committee, whose function consists in supervising the implementation of the International Covenant on Civil and Political Rights, has determined that nuclear weapons endanger the right to life as follows: " The designing, testing, manufacture, possession, deployment and use of nuclear weapons are among the greatest threats to the right to life which confront mankind today.
)و( وأخيراً فإنه من وثيق الصلة بالموضع اﻹشارة الى أن اللجنة المعنية بحقوق اﻹنسان، التي تتمثل وظيفتها في اﻹشراف على تنفيذ العهد الدولي الخاص بالحقوق المدنية والسياسية، قد قررت أن اﻷسلحة النووية تعرض الحق في الحياة للخطر، موضحة ما يلي: " إن تصميم اﻷسلحة النووية واختبارها وصنعها وحيازتها ونشرها واستخدامها من أكبر التهديدات للحق في الحياة التي تواجه البشرية اليوم.

3.2 The authors invoke general comment No. 14/23 on article 6 of 2 November 1984, where the Committee stated that " the designing, testing, manufacture, possession and deployment of nuclear weapons are among the greatest threats to the right to life which confront mankind today " and that " the production, testing, possession, deployment and use of nuclear weapons should be prohibited and recognized as crimes against humanity " .
3-2 ويستشهد أصحاب البلاغ بتعليق اللجنة العام رقم 14/23 بشأن المادة 6، المؤرخ 2 تشرين الثاني/نوفمبر 1984، حيث أعلنت اللجنة أن " تصميم الأسلحة النووية واختبارها وصناعتها وامتلاكها ونشرها من أخطر ما تواجه البشرية اليوم من تهديدات للحق في الحياة " ، وأنه " ينبغي حظر عمليات إنتاج الأسلحة النووية واختبارها وامتلاكها ونشرها واستخدامها واعتبار هذه العمليات جرائم تقترف ضد الإنسانية " .

If we wish to sum up these complex and multifarious challenges facing mankind today, this could be done through one essential question: how can we make sure that the evolving new world order will be more just and more secure, will have greater solidarity and will truly address the interests and aspirations of everyone?
إذا أردنا أن نلخص التحديات المعقدة والمتعددة التي تواجهها اﻹنسانية اليوم فيمكننا أن نفعل ذلك من خلال التساؤل اﻷساسي التالي: كيف يمكننا التأكد من أن النظام العالمي الجديد الذي هو في طور التكوين، سيكون أكثـــــر عدلا وأمنا وتضامنا، وسيتكفل فعلا بمصالح وطموحات الجميع؟
