The President: It is with a heavy heart and deep personal outrage that I open this plenary meeting to consider the coup d'état that interrupted the democratic and constitutional rule of President José Manuel Zelaya Rosales in the Republic of Honduras yesterday, 28 June.

In assessing the political situation resulting from the 28 June 2009 events in Honduras, the Presidents were unanimous in recognizing the merits of the mediation undertaken on 9 April 2011 by President Hugo Rafael Chávez Frías of Venezuela and President Juan Manuel Santos of Colombia, in conjunction with President Porfirio Lobo Sosa and in permanent consultation with José Manuel Zelaya Rosales, former President of Honduras.
