India intends to contribute actively to the study by the Secretary-General requested by the General Assembly in paragraph 14 of its resolution 54/54 V, on the feasibility of restricting the manufacture and trade of small arms and light weapons to the manufacturers and dealers authorized by States.
وتعتزم الهند المساهمة بنشاط في دراسة الأمين العام التي طلبتها الجمعية العامة في الفقرة 14 من منطوق قرارها 54/54 تاء، بشأن إمكانية قصر صنع الأسلحة الصغيرة والأسلحة الخفيفة والاتجار بها على الصانعين والتجار المأذون لهم بذلك من الدول.

7. With respect to operative paragraph 14 (a), the Department would convene an expert group to study the feasibility of restricting the manufacture of and trade in small arms and light weapons to the manufacturers and dealers authorized by States.
٧ - وفيما يتعلق بالفقرة ١٤ )أ( من المنطوق، ستدعو اﻹدارة إلى انعقاد فريق خبراء لدراسة إمكانية قصر صنع اﻷسلحة الصغيرة والخفيفة والاتجار بها على الصانعين والتجار المأذون لهم بذلك من الدول.

20. Provisions in the amount of $302,000 for three meetings in 2000-2001 of the group of governmental experts to study the feasibility of restricting the manufacture and trade of small arms and light weapons to the manufacturers and dealers authorized by States are included in section 4, Disarmament, of the proposed programme budget for the biennium 2000-2001.
٠٢ - أدرجت اعتمــادات فــي الباب ٤، نزع السلاح، من الميزانية البرنامجية المقترحة لفترة السنتين ٢٠٠٠-٢٠٠١ اعتمادات بمبلغ ٠٠٠ ٣٠٢ دولار لعقد ثلاثة اجتماعات لفريق الخبراء الحكوميين لدراسة إمكانية قصر صنع اﻷسلحة الصغيرة والخفيفة والاتجار بها على الصانعين والتجار المأذون لهم بذلك من الدول.

However, in some States, there are problems of insufficient State control, licensing or authorization of the manufacture of such goods, and of the stockpiles of arms kept by manufacturers and dealers.

72. In order to ensure and maintain the accuracy of records, some countries use a variety of verification methods, including the Firearms Reference Table.13 Some countries have established a centralized monitoring system that is able to monitor the records of all authorized manufacturers and dealers and impose penalties if accurate records are not kept.
72 - ومن أجل كفالة وصيانة دقة السجلات، تستعمل بعض البلدان طائفة متنوعة من طرق التحقق، تشمل الجدول المرجعي للأسلحة النارية(). وأنشأت بعض البلدان نظام رصد مركزيا قادرا على رصد سجلات جميع الصانعين والتجار المأذون لهم، وعلى فرض عقوبات إذا لم تحفظ سجلات دقيقة.

“(a) To carry out, within available financial resources and with any other assistance provided by Member States in a position to do so, and with the assistance of qualified experts appointed by him in consultation with Member States, a study on the feasibility of restricting the manufacture and trade of such weapons to the manufacturers and dealers authorized by States;

Useful contributions have also been made in the reports of the Secretary-General relating to the problem of ammunition and explosives (A/54/155) and on the feasibility of carrying out a study on restricting the manufacture and trade of small arms to manufacturers and dealers authorized by States (A/54/160).

In addition, he was concerned about the request, contained in paragraph 14 (a) of the draft resolution, for a group of governmental experts to study the feasibility of restricting the manufacture and trade of small arms and light weapons to the manufacturers and dealers authorized by States.

As concerns brokering, a United Nations group of governmental experts will submit a study as one of the background documents for the 2001 Conference on the feasibility of restricting the manufacture and trade of small arms to the manufacturers and dealers authorized by States, which will cover the brokering activities, particularly illicit activities, relating to small arms, including transportation agents and financial transactions.34
