2- لا يخل سحب إعلان مقدم بموجب المادة 21 من الاتفاقية بالنظر في أي مسألة تشكل موضوع رسالة سبقت إحالتها بمقتضى تلك المادة، ولا يجوز تسلم أي رسالة أخرى من أية دولة طرف بمقتضى تلك المادة بعد أن يتسلم الأمين العام إخطار سحب الإعلان، ما لم تكن الدولة الطرف المعنية قد أصدرت إعلاناً جديداً.
