143. The Security Council continues to stress the obligation for all States to ensure that any measures taken to combat terrorism comply with all their obligations under international law, and that they should adopt such measures in accordance with international law, in particular, international human rights, refugee, and humanitarian law.
143 - يشدد مجلس الأمن باستمرار على أهمية التـزام جميع الدول بكفالة الامتثال في أي تدابير تتخذ لمكافحة الإرهاب لجميع التـزاماتها المنصوص عليها في القانون الدولي وضرورة أن تُعتمد تلك التدابير وفقا للقانون الدولي وبخاصة القانون الدولي لحقوق الإنسان والقانون الدولي الخاص باللاجئين والقانون الإنساني الدولي.

Noting also the declaration on the issue of combating terrorism contained in the annex to Security Council resolution 1456 (2003) of 20 January 2003, in particular the statement that States must ensure that any measures taken to combat terrorism comply with all their obligations under international law and should adopt such measures in accordance with international law, in particular international human rights, refugee and humanitarian law,
وإذ تحيط علما أيضا بالإعلان بشأن مسألة مكافحة الإرهاب الوارد في مرفق قرار مجلس الأمن 1456 (2003) المؤرخ 20 كانون الثاني/يناير 2003، ولا سيما تأكيده أنه يتعين على الدول أن تكفل أن جميع التدابير المتخذة لمكافحة الإرهاب تمتثل لجميع التزاماتها بموجب القانون الدولي، وينبغي أن تتخذ هذه التدابير وفقا للقانون الدولي لا سيما القانون الدولي لحقوق الإنسان والقانون الدولي للاجئين والقانون الإنساني الدولي،

• Take measures in accordance with international law with a view to alleviating any negative impact of economic sanctions on women and children;
