The present report has been prepared pursuant to Commission on Narcotic Drugs resolution 52/6 to report on its implementation by Member States and the United Nations Office on Drugs and Crime (UNODC).
ملخّص أُعدّ هذا التقرير عملا بقرار لجنة المخدرات 52/6 للإبلاغ عن تنفيذه من جانب الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدرات والجريمة.

5. Urges Member States and the United Nations Office on Drugs and Crime and invites interested international organizations to promote the implementation of the Moscow Declaration adopted by the Second Ministerial Conference on Drug Trafficking Routes from Afghanistan and the recommendations of the Conference;
5- تحثّ الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدرات والجريمة على الترويج لتنفيذ إعلان موسكو الصادر عن المؤتمر الوزاري الثاني المعني بطرق تهريب المخدرات من أفغانستان وتوصيات المؤتمر، وتدعو المنظمات الدولية المهتمة إلى أن تفعل ذلك أيضا؛

6. Notes that consultation between Member States and the United Nations Office on Drugs and Crime on possible interpretation and application of policies on full cost recovery and programme support costs is required on an ongoing basis;
6- تلاحظ أنَّ التشاور بين الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدِّرات والجريمة بشأن التفسير والتطبيق الممكنين للسياسات المتعلقة بالاسترداد الكامل للتكاليف وتكاليف دعم البرامج لازم على أساس مستمر؛

10. Also invites Member States to share their experiences and concerns with other Member States and the United Nations Office on Drugs and Crime on the possible gaps and vulnerabilities in tackling transnational organized crime committed at sea;
10- تدعو أيضاً الدولَ الأعضاءَ إلى أن تشرك سائر الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدرات والجريمة في خبراتها وشواغلها بشأن الثغرات وجوانب الضعف التي قد تُواجَهُ عند التصدِّي للجريمة المنظَّمة عبر الوطنية المرتكبة في البحر؛

5. Urges all Member States and the United Nations Office on Drugs and Crime to provide technical assistance to support the Triangular Initiative and the Central Asian Regional Information and Coordination Centre in their efforts to combat trafficking in narcotic drugs, psychotropic substances and their precursors, including within the framework of the Paris Pact initiative and the Rainbow Strategy;
5- تحثّ جميع الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدرات والجريمة على تقديم المساعدة التقنية لدعم المبادرة الثلاثية والمركز الإقليمي للمعلومات والتنسيق في آسيا الوسطى في جهودهما لمكافحة الاتجار بالمخدرات والمؤثرات العقلية وسلائفها، بما في ذلك في إطار مبادرة ميثاق باريس واستراتيجية قوس قزح؛

7. Encourages Member States and the United Nations Office on Drugs and Crime to take steps to raise the awareness of interested private sector entities about available United Nations sources of information with a view to strengthening public-private partnerships to counter crime in all its forms and manifestations;
7- تشجّع الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدرات والجريمة على اتخاذ خطوات تستهدف إذكاء الوعي لدى كيانات القطاع الخاص المهتمة فيما يتعلّق بمصادر المعلومات المتاحة لدى الأمم المتحدة، بغية تقوية الشراكات بين القطاعين العام والخاص لمجابهة الجريمة بكل أشكالها ومظاهرها؛

The Assembly also encouraged Member States and the United Nations Office on Drugs and Crime to facilitate technical assistance for the purposes of the implementation of the Convention and the Protocols thereto, taking into account the tools developed for such purposes, such as the omnibus self-assessment checklist, among others (resolution 67/189).
وشجعت الجمعية العامة أيضا الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدرات والجريمــة على تيسيـر تقديم المساعــدة التقنية لأغراض تنفيذ الاتفاقية وبروتوكولاتها، مع أخذ الأدوات التي وضعت لهذه الأغراض، مثل القائمة المرجعية الشاملة للتقييم الذاتي، وغيرها من الأدوات في الاعتبار (القرار 67/189).

2. Urges all Member States and the United Nations Office on Drugs and Crime to provide or facilitate the provision of the technical assistance and support needed for implementing the initiatives of Afghanistan, Iran (Islamic Republic of) and Pakistan, including the Triangular Initiative within the framework of the Paris Pact initiative and the Rainbow Strategy;
2- تحثّ جميع الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدرات والجريمة على تقديم أو تيسير تقديم المساعدة والدعم التقنيين اللازمين لتنفيذ المبادرات التي اتخذتها أفغانستان وإيران (جمهورية-الإسلامية) وباكستان، بما فيها المبادرة الثلاثية، في إطار مبادرة ميثاق باريس واستراتيجية قوس قزح؛

(b) Urge all Member States and the United Nations Office on Drugs and Crime to provide or facilitate the provision of the technical assistance and support needed for implementing the initiatives of Afghanistan, Iran (Islamic Republic of) and Pakistan, including the Triangular Initiative within the framework of the Paris Pact initiative and the Rainbow Strategy;

Encourages Member States and the United Nations Office on Drugs and Crime to continue addressing the above-mentioned issues within the mandate of the standing open-ended intergovernmental working group on improving the governance and financial situation of the Office in order for the Office to fulfil its mandate effectively, efficiently and with the appropriate resources;
