In relation to the challenges foreseen and potential measures to mitigate these, the Controller drew attention in particular to the need to develop specific criteria for the timing of the mainstreaming of supplementary programmes - including those created for potential future additional engagements with IDPs - into a biennial programme budget and called for consultations with Member States on this issue in the year to come.
