Alternatively, if the mercury instrument prohibited all mercury-added products except for those that were listed in the annex of exemptions (the negative-list approach), an individual party could nevertheless meet its obligations through a positive-list approach, that is, by enacting a law or regulation naming and prohibiting only those mercuryadded products manufactured in its territory.
