Italy should ensure that all migrants deprived of their liberty were able promptly to contact their family, consular services and a lawyer, which should be free of charge.
ودعا إيطاليا أيضاً إلى أن تتيح لجميع المهاجرين المحرومين من حريتهم إمكانية الاتصال الفوري بأُسرهم وبالخدمات القنصلية وبمحامٍ، دون دفع رسوم(78).

This implies not only the right not to be subjected to torture or to cruel, inhuman or degrading treatment or punishment, but also that migrants deprived of their liberty should be subjected to conditions of detention that take into account their status and needs.
ولا يعني ذلك ضمناً فحسب الحق في عدم التعرض للتعذيب أو للمعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة(18)، بل يعني أيضاً أن تكون ظروف احتجاز المهاجرين المحرومين من حريتهم ظروفاً تراعي وضعهم واحتياجاتهم.

The inability of migrants deprived of their liberty to effectively exercise their right to challenge their detention based on immigration laws, and limited access to procedural safeguards, such as legal aid and adequate interpretation services (A/HRC/17/33/Add.4, para. 59; A/HRC/20/24, para. 15; CMW/C/BIH/CO/2, para. 25), have also been identified as a cause for concern.
